Prison Service Eyes Financial Readiness Programme for Correctional Officers

The Guyana Prison Service is exploring a structured financial preparedness programme aimed at helping correctional officers strengthen their financial security, manage financial pressures and improve resilience in a profession where sound judgment, focus and integrity are critical to operational effectiveness.

The initiative is being advanced through discussions with Outliers Zone Caribbean, which is proposing its Operational Financial Readiness™ Annual Licensing Program for the Prison Service.

The latest discussions took place on August 14, 2026, when Outliers Zone Caribbean CEO and Architect of Operational Financial Readiness™, Athalyah Yisrael, paid a courtesy visit to Director of Prisons Nicklon Elliot. The discussions examined financial preparedness as a potential component of workforce resilience, institutional integrity and operational readiness.

Outliers Zone Caribbean said correctional officers operate under demanding conditions, and financial difficulties—including debt, inadequate savings, family obligations and insufficient retirement planning—can create pressures that extend into the workplace.

The organisation argues that financial preparedness should therefore be viewed not solely as a personal matter, but as an element of workforce readiness.

At the centre of the proposed engagement is the annual licensing of the organisation’s Operational Financial Readiness™ Digital Hub. The programme would begin with a baseline Financial Readiness Assessment designed to identify financial stressors, behaviours and vulnerabilities among ranks and determine where these could potentially affect workplace focus, resilience and operational performance.

Officers would then move through a structured financial security planning process during the licensing period, using the Digital Hub and The 7 F’s for a Financially Fulfilling Legacy™ manual. During the August 14 visit, Elliot received a copy of the manual.

Outliers Zone Caribbean said its approach is intended to move institutions beyond isolated financial literacy seminars toward an ongoing system that “assesses, equips, reinforces and measures workforce financial preparedness.”

The proposed programme builds on previous engagements between the organisation and the Guyana Prison Service, including an introductory Operational Financial Readiness™ session held for International Men’s Day and a presentation to senior correctional leaders at the Prison Service’s Annual Senior Officers’ Conference at the Arthur Chung Convention Centre in March 2026.

The discussions are also part of a wider push by Outliers Zone Caribbean to bring the financial-readiness model to Guyana’s disciplined services. Yisrael has met with the Minister of Home Affairs, who welcomed further engagements involving the Guyana Police Force, Guyana Prison Service and Guyana Fire Service.

The organisation said the initiative reflects a broader national conversation about whether the financial wellbeing of public-sector employees should be treated as part of institutional resilience, particularly in services where personnel are entrusted with significant responsibilities involving public safety and national security.

Since 2018, Outliers Zone Caribbean said it has worked with more than 43 organisations, reached more than 3,475 employees and reached over 14,000 children through its programmes and national financial education initiatives.

Yisrael said financially stronger employees can contribute to stronger institutions and communities.

“Financial preparedness should be viewed as part of workforce and institutional preparedness. When we strengthen the financial foundations of the men and women entrusted with protecting our institutions, we strengthen their families, their organisations and ultimately our nation.”

The discussions with the Prison Service are expected to form part of Outliers Zone Caribbean’s continuing engagement with government agencies and Guyana’s disciplined services as it seeks to establish financial preparedness as a component of workforce resilience and operational readiness.
