Gov’t of Guyana Invites Contractors for Nationwide Project to Build 40,000 Homes in Five Years

The Government of Guyana has officially invited expressions of interest (EOIs) from contractors for the construction of 40,000 housing units across all ten administrative regions over the next five years. This ambitious initiative aims to address the country’s growing housing needs under multiple income categories.

The Central Housing and Planning Authority (CH&PA) outlined that the project will include housing units classified as Low Income (650 sq. ft), Moderate Income (800 sq. ft), Middle Income (1,200 sq. ft), High Income (1,800 sq. ft), and Young Professional (2,200 sq. ft) homes.

CH&PA Chief Executive Officer, Dr. Martin Pertab, emphasised that the invitation is open to both local and international contractors, though priority will be given to qualified local firms to ensure maximum local participation.

“Given the bold target set before us of constructing 40,000 homes in the next five years, the EOI is not limited only to local contractors, but international contractors are also welcomed and encouraged to express their interest. However, priority will be given to qualified local contractors with the aim of ensuring maximum local participation,” Pertab said.

Vice President Bharrat Jagdeo had earlier acknowledged the need to involve foreign contractors to overcome delays in ongoing housing projects, noting that local contractors are currently operating at full capacity.

Pertab added that systems are in place to identify and exclude delinquent contractors from future projects.

“The CH&PA have internal systems that are designed to ensure that delinquent contractors and those who have a track record of producing substandard, delayed work are flagged. Our focus is on ensuring that the highest standard of housing construction is provided in the most efficient way possible, and contractors who have a history of poor performance do not align with this focus and therefore will not be considered,” he explained.

In preparation, the CH&PA is actively negotiating with key stakeholders such as the Mahaica Mahaicony Abary/Agricultural Development Authority (MMA/ADA), National Industrial and Commercial Investments Limited (NICIL), Guyana Lands and Surveys Commission (GLSC), and Guyana Sugar Corporation (GuySuCo) to secure land for development.

 Pertab stated that construction is expected to begin by the end of the first quarter of 2026. The Government welcomes partnerships including public-private partnerships, consortiums, and individual contractors for this nationwide housing effort.

The deadline for submissions of Expressions of Interest is October 24, 2025.
