Chief Whip Reports Alleged Sexual Harassment, Threats by Kwame McKoy

Opposition Chief Whip Tabitha Sarabo-Halley has formally written to Speaker of the National Assembly Manzoor Nadir, reporting what she described as a serious incident of misconduct by a government minister during parliamentary proceedings on Tuesday, February 3, 2026.

In her letter, dated February 6, 2026, Sarabo-Halley alleged that Government Minister Kwame McKoy directed a sexually inappropriate and threatening remark at Toshana Famey-Corlette, a Member of Parliament from We Invest In Nationhood (WIN).

According to the correspondence, McKoy stated words to the effect that he would “do to her what he does to little boys.”

“This statement constitutes sexual harassment of an egregious nature and is wholly incompatible with the standards expected of a Member of this Honourable House,” Sarabo-Halley wrote.

The Opposition Chief Whip further alleged that the same minister also threatened WIN Member of Parliament Deon LaCruz by pointing in his face and stating, “you don’t know me, I will deal with you.”

She described the conduct as “intimidating, menacing, and unbecoming of a parliamentarian, particularly a member of the Executive.”

In the letter to the Speaker, Sarabo-Halley said the alleged actions undermine “the dignity of Members, the safety of the parliamentary environment, and the authority and integrity of the National Assembly itself.”

She formally requested that the matter be:

  1. Formally noted on the record;

  2. Investigated or referred in accordance with the Standing Orders and any applicable codes of conduct; and

  3. Addressed in a manner that reaffirms the Assembly’s commitment to respect, safety, and proper conduct among all Members.

“The National Assembly must remain a place where Members, especially women, can discharge their duties free from harassment, threats, or intimidation,” the letter stated.

Sarabo-Halley concluded by submitting the report for the Speaker’s “urgent attention and appropriate action.”

Incident of Misconduct in the Precinct of the National Assembly

Dear Mr. Speaker,

I write to formally report a serious incident of misconduct involving a Government Minister that occurred within the precincts of the National Assembly on Tuesday February 3rd, 2026 and which raises grave concerns regarding parliamentary decorum, member safety, and dignity.

During the course of proceedings, Government Minister Kwame McKoy directed a sexually inappropriate and threatening statement at WIN Member of Parliament, Ms. Toshana Famey-Corlette, stating words to the effect that he would “do to her what he does to little boys.”

This statement constitutes sexual harassment of an egregious nature and is wholly incompatible with the standards expected of a Member of this Honourable House.

Additionally, the same Minister threatened WIN Member of Parliament, Mr. Deon LaCruz, by pointing in his face and stating “you don’t know me, I will deal with you”

This conduct was intimidating, menacing, and unbecoming of a parliamentarian, particularly a member of the Executive.

Honourable Speaker, these alleged actions undermine: the dignity of Members, the safety of the parliamentary environment, and the authority and integrity of the National Assembly itself.

I respectfully request that this matter be:

1.Formally noted on the record;

2.Investigated or referred in accordance with the Standing Orders and any applicable codes of conduct;

3.Addressed in a manner that reaffirms this Assembly’s commitment to respect, safety, and proper conduct among all Members.

The National Assembly must remain a place where Members, especially women, can discharge their duties free from harassment, threats, or intimidation.

I submit this report for your urgent attention and appropriate action.
