Guyana has once again reaffirmed its unwavering support for a two-state solution as the only viable path to resolving the ongoing Israeli-Palestinian conflict, with Foreign Affairs and International Cooperation Minister Hugh Todd calling for an immediate ceasefire and stronger global action to end Israel’s prolonged occupation of Palestinian territories.
Speaking at the 10003rd meeting of the United Nations Security Council on the situation in the Middle East, Minister Todd delivered a sharp condemnation of Israel’s continued military aggression in Gaza and the West Bank, warning that such actions are worsening regional instability and defying international law.
“Guyana calls on Israel to respect the charge of the United Nations, to abide by the relevant resolutions of the General Assembly, the Security Council, and other organs of the United Nations, to cease its contempt of international law, and to commit to true peace in the Middle East,” Todd stated.
Guyana’s position on the Israel-Palestine conflict is deeply rooted in its foreign policy doctrine dating back to the administration of Prime Minister/President Forbes Burnham, under whom Guyana first enshrined support for the Palestinian cause and a two-state solution. That principle has remained a consistent pillar of Guyana’s international diplomacy, reaffirmed across successive administrations.
Minister Todd reminded the Security Council that the International Court of Justice (ICJ) has ruled Israel’s occupation of Palestinian territories illegal, and that a UN General Assembly deadline of September 18, 2025, for Israel to end the occupation, has now passed without compliance.
He condemned the worsening humanitarian crisis in Gaza, describing Israeli attacks as “targeting and oppressing civilians,” and urged the international community not to support any actions that prolong the conflict. He stressed the importance of universal recognition of the State of Palestine, calling it a necessary step toward lasting peace.
“It took a collective effort to dismantle the system of apartheid in South Africa, and Guyana firmly believes that an equally strong and organised international response is needed to ensure the end of the occupation of Palestinian territory,” Todd said.
Minister Todd also warned against the global tendency to dehumanise Palestinians, stating: “We must not treat Palestinians as less than others. Their rights must be defended just like those of any other people.”
He further demanded the unrestricted flow of humanitarian aid into Gaza and reiterated Guyana’s call for the release of all hostages taken by Hamas during the October 7, 2023 attacks.
In closing, Todd expressed appreciation to the Organisation of Islamic Cooperation (OIC) for hosting the forum and thanked UN Secretary-General António Guterres and the President of the General Assembly for their continued advocacy on behalf of the Palestinian people.
Minister Todd is part of the Guyanese delegation led by President Irfaan Ali, currently attending the 80th United Nations General Assembly in New York.
