AFC Launches Reform Agenda Aimed at Strengthening Democracy

By Mark DaCosta-In a significant move towards strengthening democracy in our nation, the Alliance for Change (AFC) has unveiled an ambitious framework for constitutional reform that aims to provide a more inclusive and accountable governance structure. As political tensions continue to rise under the current administration, many are looking towards these proposals as a chance to reclaim the democratic ideals that have been stifled in recent years.

At the heart of the AFC’s initiative is the establishment of a Constitutional Reform Commission, which is expected to initiate its work within the first 100 days should they come to power. This commission is envisaged to be a diverse body, comprising representatives from various sectors including the opposition, civil society, trade unions, and even the diaspora. “Every voice matters, from grassroots communities to diaspora Guyanese,” emphasises the AFC, underscoring their commitment to inclusivity in the reform process.

One of the key goals of this commission will be to engage in consultations across the nation, gathering public input to ensure that the revised constitution reflects the will of the people. This participatory approach reflects a stark contrast to the current ruling party, which has often been accused of marginalising dissenting voices and entrenching power within a select few. By reviewing existing constitutional provisions against international democratic standards, the AFC aims to create a legal framework that aligns with global best practices, drawing lessons from prominent democratic transitions around the world.

The proposed reforms take a critical aim at what the AFC describes as the troubling concentration of power within the executive branch under the current government. “Limiting executive power” is highlighted as a paramount necessity, with plans to enhance parliamentary oversight and cabinet accountability. This call for reform resonates deeply among citizens wary of the ruling party’s tactics, often perceived as undermining opposition and restricting democratic freedoms.

Moreover, the AFC is ardently campaigning for a constitutional guarantee that safeguards the rights of every citizen to partake in the nation’s wealth. “Every Guyanese has a right to benefit equitably from the nation’s natural wealth,” they assert, which counters the prevailing narrative propagated by the current administration that favours select groups. This pledge offers hope to many who feel disenfranchised and sidelined by the government’s policies.

The party’s vision also places a strong emphasis on electoral reform, which includes plans to revamp the Guyana Elections Commission (GECOM) to ensure credible and transparent elections. The AFC’s proposals echo the frustrations felt by citizens who have witnessed allegations of electoral malfeasance under the regime of the People’s Progressive Party (PPP). There is a growing demand for accountability, as many citizens have observed first-hand how political dissent is met with hostility from the current administration.

In addition to constitutional and electoral reforms, the AFC is advocating for substantial changes within the parliamentary system itself. Proposals include transitioning members of parliament to full-time roles, thereby enabling better governance and oversight. The establishment of a permanent office for the leader of the opposition is also on the agenda, aimed at strengthening the opposition’s position in a legislature that has often favoured the ruling party.

As the AFC prepares to present their proposal to the public, they call for a reform process grounded in transparency and public participation. They promise that “the reform process will be open, with public access to documents” as well as town halls and digital platforms designed to gather input. This commitment reflects a heartfelt effort to engage citizens who have felt their voices silenced under the current regime.

With the looming threat of further political repression from the ruling PPP, the AFC’s pledges echo widespread sentiments of frustration and hope among the populace. As they aspire to deliver a revised constitution within two years, the urgency for reform cannot be overstated. In the face of escalating political dissent and an administration that seeks to erode democratic principles, the AFC’s proposed reforms may offer a vital pathway to restore the ideals of democracy and unity in our country’s governance. The time for change is now, and the stakes have never been higher.
