APNU Demands Stronger Protections for Ballot Secrecy Ahead of Elections

By Mark DaCosta- The A Partnership for National Unity (APNU) Coalition has issued a compelling call for all political entities participating in the September 1 General and Regional Elections to band together in safeguarding the confidentiality of each voter’s choice. This plea echoes a recent Guyana Elections Commissions (GECOM) statement which highlighted the legal ramifications of undermining ballot secrecy. The coalition underscored the urgent necessity for a transparent and secure electoral process in our nation. 

In a concerted effort to protect the sanctity of the vote, the APNU has raised alarms about the potential for voter coercion and bribery, emphasising that true democracy can only thrive when citizens vote freely and securely. The political group referenced GECOM’s publication dated 4th August, which focused on the serious implications of violating ballot secrecy laws. They assert that this message resonates deeply with their previous announcements, wherein the APNU expressed concern about the current electoral climate, pressing the need for stringent regulations on photo-taking within polling stations on election day.

Central to this discussion is Section 77(2) of the Representation of the People Act, which clearly forbids anyone from persuading a voter to reveal their marked ballot under threat of criminal sanctions. The APNU further pointed out that Section 130 provides an extensive definition of bribery, making it clear that both the offeror and the recipient of a bribe are culpable of electoral misconduct. With this in mind, the coalition has appealed to the electorate to resist allurements that may compromise their civic duty and subject them to legal consequences.

The pressing issue of modern tactics employed by unscrupulous individuals to validate vote buying — especially through photographs of marked ballots — has also been raised. The APNU has urged GECOM to publicise the prohibition of photography in polling places, stressing that the enforcement of such a rule is essential to maintaining electoral integrity. The coalition labelled the omission of this critical information from GECOM’s recent communication as concerning, urging immediate rectification.

Moreover, the party has suggested that GECOM, along with the Guyana Police Force, establish anonymous hotlines devoted to reporting electoral fraud. This move aims to empower citizens to disclose any unethical activities without fear of retribution. The APNU believes that all parties participating in the democratic process, regardless of their political alignment, should readily endorse measures that reinforce the confidentiality of the ballot. The integrity and future of our democracy hinge on collective efforts to uphold electoral fairness.

Amidst these calls for unity and accountability, the APNU has challenged fellow political organisations to voice their commitment to ensuring that upcoming elections are not only free but also credible. The coalition warns that our nation’s democratic principles, and by extension, its moral fibre, are on the line, and they encourage immediate action from all corners of the political landscape.

As the nation gears up for another critical electoral phase, the insistence on safeguarding the electorate’s right to a confidential vote showcases not only the responsibility of GECOM and law enforcement but also the need for all political entities to champion this cause in the spirit of true democracy.
