In Guyana, recent events raise significant concerns about the adherence to this fundamental principle by the People’s Progressive Party (PPP) government. A closer examination reveals a disconcerting pattern of actions that undermine the rule of law and challenge the very essence of democracy.
The ongoing teachers’ strike, a battleground for justice, witnessed Vice President Bharrat Jagdeo’s surprising announcement of the government’s intent to deduct teachers’ salaries before the court’s final decision. This move not only raises eyebrows but also questions the government’s commitment to respecting the legal process. It goes against the essence of the principle of democracy – to which the PPP pays much lip service, but, in reality, shows no respect.
The situation takes a more disquieting turn when we consider the PPP government’s handling of the Carifesta Avenue project. This matter, highlighted and explained in a column by Member of Parliament Roysdale Forde, S.C., is a US$300 million resort and convention centre, initiated by a Qatari company, Assets Group. The project has sparked controversy over land ownership. Historical records assert that the land was assigned to the city of Georgetown for recreational and educational purposes in 1887. However, the government proceeded to construct a fence on the disputed land without consulting the Mayor and City Council, blatantly disregarding the City Building By-Laws.
This brash approach by the government — as underscored by Senior Counsel Forde — reflects a broader disregard for local governance, exemplified by their high-handed style in reshaping city avenues without consulting the City Engineer or adhering to environmental considerations. The PPP government’s actions extend beyond neglecting local authorities; they also violate the By-Laws, setting a detrimental precedent for businesses and individuals in Guyana.
The PPP government’s lawlessness is not confined to local projects but extends to international ventures. The proposed Barbados-Guyana Food Terminal awaits approval from the Town and Country Planning of Barbados. Yet, the government’s actions at Carifesta Avenue demonstrate a willingness to break the law for foreign corporate interests, presenting Guyana as a state that condones lawlessness to the global community.
Democracy is a delicate tapestry woven with the threads of the rule of law. The PPP government’s actions risk unraveling this fabric, jeopardising our democratic gains and tarnishing Guyana’s international reputation. Law-abiding citizens must unite against this lawless posture, demanding a course correction from the incumbent regime.
In asserting the necessity of democracy, we must emphasise that there is no democracy without the rule of law. The principles of separation of powers, impartiality, and adherence to established laws are not mere suggestions but the bedrock upon which a democracy stands. It is imperative that the PPP government recognises this and adjusts its course accordingly.
To secure the future of our country, Guyanese must insist that the PPP regime engage in meaningful dialogue with stakeholders before implementing policies, honour constitutional obligations, and uphold democratic principles. The government’s role is not only to lead but to set an example by respecting the laws that govern our nation. It is time for a change of course, where the rule of law takes precedence over any political agenda, ensuring democracy for our nation.
