Freedom of the Press Under Scrutiny, Guyana Police Force’s Surveillance of Columnist GHK Lall Raises Concerns

Georgetown, Guyana – October 30, 2023 – The recent revelation that Kaieteur News and Village Voice columnist GHK Lall is allegedly under surveillance by the Guyana Police Force has sparked widespread concern over freedom of the press and democratic freedoms in the country. Lall, known for his candid and critical commentary on issues of corruption and mismanagement in Guyanese society, has raised questions about the necessity and implications of such surveillance.

In a recent note circulated on social media, Lall expressed his frustration with the ongoing surveillance, stating, “It makes no sense to have personnel in tinted vehicles parked in my vicinity from the early hours for 10 to 12 hours daily.” He further highlighted the financial cost of such surveillance, including the fuel expenses incurred by keeping vehicles running all day.

Lall’s outspoken criticism of the alleged surveillance has drawn attention to the broader implications of the Guyana Police Force’s actions. He questioned the motives behind the constant surveillance, emphasizing that his surroundings were devoid of any suspicious activity or individuals that would warrant such intense scrutiny.

In his statement, Lall pointed out areas where the police could be better employed, including addressing issues such as prostitution, especially involving foreign nationals and the illegal intrusion of outsiders into Guyana’s spaces. He argued that these issues posed more significant challenges to the state and its citizens, warranting higher priority from law enforcement.

The columnist also raised concerns about the potential violations of human rights, invasion of privacy, and false imprisonment resulting from the alleged surveillance. He expressed his intention to seek advice from legal authorities, including the Attorney General, on the matter.

Lall’s case highlights the delicate balance between the right to freedom of expression and the state’s use of its powers to impinge on the freedom of outspoken citizens. Additionally, freedom of the press is a cornerstone of any democracy, and its protection is vital for the maintenance of a healthy and accountable society.

The Guyana Police Force’s alleged surveillance of GHK Lall underscores an immediate need for a transparent and accountable review of such actions. It has ignited a broader conversation about the role of law enforcement in Guyana society.  As this issue continues to unfold, many are closely watching to see how the Guyanese authorities respond to concerns raised by Lall and other advocates for press freedom and democratic values. The case serves as a reminder that a strong democracy must safeguard not only the rights of the majority but also the rights of individuals to express their opinions without fear of unwarranted surveillance or censorship.
