Per Guyana Constitution and as printed above, the Prime Minister is also the FIRST VICE PRESIDENT, therefore Islamic Development Bank Governor Jagdeo is SECOND VICE President. IsDB’s website as Vice President MEANS First Vice President, there is a HUGE difference, which should be respected, by Guyana.  Guyana was welcomed at the 41st Annual General Meeting, Jakarta, Indonesia, 15-19 May 2016, as the 57th Member

“He attended Bygeval Multilateral High School, before migrating to Russia in 1984 for higher studies. After obtaining a master’s degree in economics from Patrice Lumumba Peoples’ Friendship University in Moscow in 1990, Jagdeo returned to Guyana and worked as an economist in the State Planning Secretariat until the PPP-Civic election victory in the October 1992 election. After this he became Special Advisor to the Minister of Finance.”

I know that the entire IsDB’s Leadership Teams are daily working to establish, maintain and build, on their Excellent Reputation in the Global Banking World especially at Wall Street, New York. My Back channel saying that, Citi, Wells Fargo, Goldman Sacks, World Bank, IMF, Kuwait Ruling Families, all inquired on this HUGE REPUTATIONAL ERROR on the website. IsDB Official said “Guyana provided the information for the IsDB website”, and they are NOW hoping Guyana will quickly correct. IsDB will receive this media alert, as they did on the previous alerts.

IsDB and KSA Ruling Families and Ministers are not pleased at this gross disrespect. I was asked to point out the  “two misrepresentations” which was done by my Email dated October 12, 2022, at 9:50 PM to Minister Todd, PS/DG Harper, and Minister Greenidge. And on October 12, 2022, at 10:40 PM Acknowledging receipt.” Kind regards. Elisabeth Harper.” Hopefully with this PUBLIC DISCLOSURE correction will be quickly done.

IsDB Governor His Excellency Bharrat Jagdeo, missed the last TWO IsDB Annual Meetings. 46th on 3 to 4 September 2021 in Uzbekistan and 47th. on 1-4 June 2022 at Sharm El-Sheikh, Egypt. The next 48th. Annual Meeting is scheduled for May 10 to 13, 2023 at Jeddah, Saudi Arabia. If a Governor misses THREE CONSECUTIVE ANNUAL MEETINGS, the IsDB can and may ask for a Replacement. These Annual Meetings are held once yearly, and in the Islamic Culture to be continually absent is extremely GROSS DISRESPECT.

Guyana is the 57th Member at Islamic Development Bank (IsDB), Jeddah, Saudi Arabia. The last member since March 22, 2016. The FIRST Governor was Senior Minister of Finance, Hon. Winston Jordan, and the FIRST Alternate Governor was Ambassador Dr. Shamir Ally. We secured for Guyana for Wide Range of Projects, 2018 to 2022 for Financing & Technical Assistances, CREDITS & GRANTS USD $ 900: Million. The need for Feasibilities’ Studies which were very expensive to secure, so around USD $116 Million were used through July 2020, and the PPP Government in 2022 secured USD $120 Million Loan for the Linden Soesdyke Highway. A smart PPP Government should have requested an extension after 2022, BUT no information in media on an extension. IF no extension was requested, it is a huge loss to Guyana.

Guyana ALTERNATE GOVERNOR at IsDB from August 2020

Many back-channels questions on WHY NO substantive Minister of Finance as was previously for 2016 to 2020? IF, No substantive Minister of Finance, then the President is also the Minister of Finance.

The office of the Presidency is immune to prosecution and any actions taken by the office is immune. No one is immune to being prosecuted for actions they take before or after they take office. President Ali is not immune for his 19 charges before his August 2, 2020, being sworn in as President, but he cannot stand trial while he is President. And 2nd. VP Jagdeo is not immune charges for actions he takes.

With DUE RESPECT, improvements from PPPC are URGENTLY on these 2 to 3 items for Guyana’s IMAGE at IsDB, with its 56 Nations and Global Administration.

IsDB, GCC and others, know, in effect, the President of Guyana is also Minister of Finance and many questions why? This is causing MANY alarms and will not achieve the HOPED GCC investments. Extensive Due Diligences are continuing, including at the media and social media.

Therefore, by Guyana’s Constitution, Dr. (h.c.) Bharrat Jagdeo, is the 2nd. Vice President. How many violations of title are being done in print, agreements, and official documents ?
