Acting Chief Justice Roxane George-Wiltshire SC on Friday ruled the Government of Guyana acted unlawfully in withholding a Local Content Certificate from RAMPS Logistics and gave Dr. Martin Pertab, CEO, Local Content Secretariat until noon on Monday, November 14, to issue a Certificate to the company failing which he would be held in contempt of court. The certificate was issued on Monday.

The company, originally from Trinidad and Tobago, is registered in Guyana under the Companies Act. According to its website RAMPS is “a leading provider of logistics solutions across Latin America and the Caribbean.”

The Ministry of Natural Resources in a statement said whilst the government is respecting of the rule of law and will accept the ruling of the court, the Attorney General’s chambers will be exploring all available options, including an appeal of the Chief Justice’s ruling in the RAMPS Logistics Guyana Incorporated judicial review local content certification matter.

The Government also sought to point to recent settlement by the company and the Guyana Revenue Authority (GRA) on the matter of tax evasion and the ongoing litigations in ten (10) false tax declarations to the GRA.
