Guyana Lands and Surveys Commissioner (GLSC) Commissioner, Trevor Benn has been sent on annual leave by Permanent Secretary of the Office of the President, Abena Moore, just over one month after President Irfaan Ali revoked Benn’s power to grant state land leases.

In a letter sent to Benn on Thursday September 17, 2020, Moore directed that he proceeds on his 42 days annualised vacation leave effective September 18, 2020. He will be replaced by Mr. Enrique Monize as Commissioner and Chief Executive Officer(ag).

“Please document for His Excellency the status of all matters pending or in progress. Kindly prepare a hand-over/take-over statement to be given to Mr. Enriqe Monize who would be Commissioner/Chief Executive Officer(acting). Enjoy your vacation,” Moore stated.

The letter was copied to Minister of Parliamentary Affairs and Governance and Monize. Back in August 2020, it was announced that President Irfaan Ali had revoked a Presidential Order that had given Benn the power to grant leases to state lands.

“Under various pieces of legislation, His Excellency the President of the Cooperative Republic of Guyana, delegates a number of powers vested in His Excellency, including, the State Lands Act and the Lands Department Act in respect of sanctioning of renting and granting of leases, licenses and permission of occupancy of all Public Lands, to the Guyana Lands and Survey Commission, exercisable by the Commissioner of the Guyana Lands and Survey Commission,” a statement from Attorney General, Anil Nandlall said.

Nandlall said former President David Granger did so by Oder no. 19 of 2016 but President Ali has revoked that Order. The AG also announced the commencement of a review of all leases, licenses and permissions to occupy public lands, granted since December 21, 2018.

According to him, from the said date, the APNU+AFC Government was defeated by a No-Confidence Motion passed in the National Assembly and was therefore reduced to a caretaker status.
