On October 29, 2005, THREE Parliamentarians — Hon. Khemraj Ramjattan, Esq, Hon. Raphael Trotman, Esq, and Late Hon. Sheila Holder — WALKED out of their PPP, PNC and WPA Parties and FORMED the Alliance for Change PARTY as the THIRD FORCE.
The BHAMAS BLUEPRINT: 3 CO-FOUNDERS Raphael Trotman Esq., Khemraj Ramjattan Esq, and Sheila Holder envisioned an influential middle-class THIRD PARTY to challenge the PPP and PNC.
The PROMISE, PLAN and HOPE, was Simple: neither RACE-BASED POLITICS nor winner-takes-all politics, BUT Governance with JUSTICE for ALL Guyanese GLOBALLY.
TWENTY-ONE YEARS LATER, on October 29, 2026, that PROMISE is ON LIFE SUPPORT.
2025 ELECTIONS: What AFC Must REFLECT, LEARN and DO, towards 2030
GECOM’s FINAL ELECTIONS COUNT from September 1, 2025, is OFFICIAL and BRUTAL: AFC received 3,610 votes, 0.82% of the Electorate, and ZERO SEATS in a 65-seat National Assembly. FROM 9 SEATS to 0. From KINGMAKER to FOOTNOTE.
I am also a Project Manager among my skills, education, and experiences. I have watched Guyana Minister of Finance, Hon. Dr. Ashni Singh, announce $233 Billion for Roads, $161 Billion for Health, $123 Billion for Drainage. BUT Announcements do not handover DELIVERABLES.
In PROJECT MANAGEMENT, there is a RULE: SUBJECT MATTER EXPERTS (SMEs) decides WHAT MUST be done, PROJECT MANAGEMENT PROFESSIONALS (PMPs) decides HOW it gets done, ON TIME, ON BUDGET, with QUALITY Materials, Labor, and Assets.
Guyana Government with many SMEs — Educated Ministers and Advisors. BUT, It has NO Ministry of Planning and Project Management to enforce HOW.
AFC mostly suffered from the SAME DISEASE while it was in the APNU/AFC Government from 2015 to 2020.
APNU/AFC did not deliver a system to track delivery. APNU/AFC had NO national PROJECT MANAGEMENT OFFICE (PMO). NO Earned-Value Curves. (Is a project color-document that objectively measures project performance by integrating scope, schedule, and cost into a single, data-driven report); NO monthly RAG reports ( Red, Amber, Green report IS a Visual Project Management TOOL that uses a traffic-light color coding system to summarize the Health, Progress, and RISK level of a Project, Program, or Business activity at A GLANCE for TRANSPARENCY ) that a citizen could understand. When HOSPITALS were LATE and roads CRACKED, voters remembered the PRESS conference, NOT the handover.
With RESPECT, There are THREE reasons AFC collapsed to ZERO. None of them is that Guyanese did not want a THIRD FORCE.
FIRST, is STRUCTURE. AFC contested alone in 2025. AFC presented FULL LISTS in all 10 Regions. But LISTS are not VOTES. The Carter Center observed that OPPOSITION Fragmentation Depressed TURNOUT by nearly 15%. TURNOUT FELL to 58.41%, the LOWEST in recent HISTORY.
With A SPLIT, NO COALITION , AFC voters STAYED HOME. APNU received 77,998 votes and 12 seats. AFC RECEIVED 3,610 and ZERO SEATS. IF ADDED TOGETHER — 81,608 —AFC and APNU would still have been BEHIND WIN’s 109,066. That tells, THAT the PROTEST VOTE did not want another PRINCIPLED speech. VOTERS wanted a VEHICLE.
WIN, Founded on 23rd. June 2025 for GENERAL ELECTIONS on 1st. September 2025, a Brand-New Party, 10 WEEKS or 70 DAYS, LED by Azruddin Mohamed, WON 16 seats because WIN offered Resources, TikTok, Facebook, and ANGER for THE BLUE WAVE TSUNAMI.
On the COALITION , the AFC offered History, Rhetoric, and Indecision. For 5 days (30 May – 4 June 2025), Dr. Terrence Campbell and Dr. Shamir Ally BROKERED 7-line items. Hon. Aubrey Norton agreed to all 7; AFC Nigel Hughes Esq. agreed to 3. The deadlock for AFC was on President, Split Percentage, Speaker, and Ministers. Voters saw THIS as AFC Arrogance — that it could go ALONE and win, as its Jamaican advisor reportedly urged. RESULT: Clean Bowled for a DUCK on Election Day
SECOND, is MESSAGE. For 21 years AFC said AFC were Principled. In 2025, PRINCIOLED sounded like ABSENT. WIN Party OWNED Corruption and Marginalization talk. PPP Owned OIL and CASH transfers. What did AFC OWN? Nothing . When 2015-2020 deliverables were IN THEIR RECORDS. A market vendor in Linden or a Fisherperson in Region 6 could FEEL before the next election.
My SUGGESTION is 19 Current Ministries PLUS TWO NEW Ministries : a Ministry of Planning and Project Management and a Ministry of Diaspora for Skills, Investment and Support MOBILIZATION . AFC needs TO OWN these TWO LANES.
Imagine IF in 2023, AFC had created a Shadow Ministry of Planning and Published, every month, an S-curve showing how much of the $233 Billion road budget was physically built.
Imagine IF AFC had owned Diaspora WITH DEEDS not WORDS in its Action Plans— 3 Guyanese Project Management Professionals (PMPS) in Queens, Toronto, and London VOLUNTEERING as TECHNOCRATS Shadow MINISTERS. AFC did not. AFC left Diaspora Money and Talent to WIN and PPP Parties.
The CONSTITUTION of Guyana, Article 105, allows for UP to FOUR Technocrat Ministers (non-elected members appointed by the President who sit in the National Assembly WITHOUT A VOTE).
THIRD, is the LAST MILE. AFC in 2015 WON because it SPOKE to HINTERLAND and URBAN African Guyanese VOTERS who FELT EXCLUDED. In 2025, AFC said nothing specific to them. WIN Party won Regions 7 and 10 — Region 10, AFC FORMER stronghold. Why? Because AFC had NO KEY PERFORMANCE INDICATORS (KPIs) CITIZEN VOTERS could hold AFC to.
AM suggesting FOR AFC TO make SOLUTIONS Announcements and Advocacies, for Hinterland Pharmaceutical/DRUGS Stockouts ZERO Percent, and Business Registration UNDER three days with Technologies. Do TWO ITEMS PERFECTLY, not 10 items POORLY.
The PATH BACK from ZERO to FIVE seats by 2030 is MATH, not MAGIC. Five SEATS requires about 35,000 votes, roughly 8%. TEN TIMES what AFC received in 2025. That CANNOT be done ALONE. IT REQUIRES a COALITION Delivery ALLIANCE.
NOT a MERGER where AFC disappears, BUT a SHARED TICKET in FOUR REGIONS where AFC still has NAME Recognition: Region 4 (most populous with Georgetown) , Region 6 (East Berbice-Corentyne), Region 7 ( Cuyuni-Mazaruni) , and Region 10 (Linden, Upper Demerara, Berbice). Contest HERE, Intensely, Polling station by Polling station, Door to Door, and every bottomhouse.
The NEW REBRANDED AFC requires a NEW LEADERSHIP MODEL. Each Ministry needs a SME + PMP owner. (Subject Matter Expert + Project Management Professional). For AFC, which means Khemraj Ramjattan Esq, a Lawyer, should be paired with David Patterson for Infrastructure as Shadow Minister of Planning. Dr. Vince Adams for Diaspora, paired with Diaspora PMPs AND Derek Basdeo, for OIL, GAS and DIASPORA. AFC OWN THESE TWO LANES 24x, 365/366 with SOLUTIONS to PROBLEMS.
The NEW REBRANDED AFC also requires HONESTY about Conflict. Attorney Nigel Hughes’s LAW FIRM represents ExxonMobil. That has been used against AFC. SOP, Standard Operating Practice, The way to NEUTRALIZE is NOT A DENIAL, but A FIREWALL: PUBLISH the FIREWALL, place OIL POLICY in Patterson and Dr. Adams’s Hands, and publish LEGAL client hours. VOTERS/Citizens WILL FORGIVE a Lawyer-Client Relationship. They do NOT forgive SECRECY.
On this AFC’s 21st Anniversary, am NOT calling for AFC to DIE. I am calling for it to CHANGE ENOUGH TO MATTER. Guyana does not need THREE OPPOSITION PARTIES. It needs ONE OPPOSITION GROUP that can MANAGE a $ TRILLION OIL Budget at 80% Physical Delivery, NOT 33%. WIN Party as THE Opposition LEADER to discuss and conclude a Memorandum of Understanding (MOU). WIN Party in 3 months with 16 MPs.
Guyana’s 2025 National Budget was officially passed by the National Assembly at GY$1.382 Trillion (approximately US$6.6 Billion), marking the country’s SECOND-ever Trillion-dollar budget.
The ORIGINAL AFC was BORN because THREE parties were NOT DELIVERING. The NEW REBRANDED AFC must be REBORN INTO a SMALLER, more TECHNICAL, more Honest MISSION. But it is a WINNABLE ONE.
AFC MOVED from 0 to 7 to 9 SEATS IN PARLIAMENT by being USEFUL. 2025 AFC went from 9 to 0 by being PRINCIPLED but NOT USEFUL. The NEXT chapter is SIMPLE: BE USEFUL AGAIN.
From 0 to 5 by 2030. With a Shadow Project Management Office (PMO) and With DIASPORA.
Blessed, Happy and Enjoyable 21ST. Anniversary, AFC. Now, START to WORK with 7 KEYS, Vision, Team, Plan, Resources, EXECUTION, Evaluation and LEADERSHIP.

2015-2020 DELIVERABLES with PROMISES DELIVERED
AFC + APNU 2020 to 2025: By working together, the COALITION started to place Guyana on the RIGHT PATH.
Government came to power on a simple promise: to deliver a good life for all Guyanese. A simple promise that every citizen should have the opportunity to be the best he or she can be, ensuring job security, access to quality public services and the promotion of social cohesion.
The Guyana we inherited was heading backwards. During their 23 years in government, the PPP’s dishonesty and incompetence saw violent crime increase, infrastructure crumble and education standards fall.
We did not create this mess that Guyana is in, but we will take responsibility for fixing it and building a secure society for all Guyanese people.
By working together, our coalition has started to put Guyana on the right path.
We have made a start, but we need more time to finish the job and build a better future for Guyana.
Only by continuing to follow this plan will we be able to guarantee a better future for all Guyanese.
