The Georgetown Chamber of Commerce and Industry (GCCI) has endorsed President Irfaan Ali’s move to restrict the importation of vaping products into Guyana, while calling for stronger border monitoring and consistent enforcement to prevent illicit trade.

Ali announced the measure on Saturday, October 17, citing growing concerns about vaping among children and young people, particularly within the school system, and the potential risks to public health.

The order, which is to be signed by Senior Minister in the Office of the President with responsibility for Finance, Dr Ashni Singh, under the Customs Act, Chapter 82:01, will prohibit the importation of vapes of all kinds, except those approved by the Minister of Health or the relevant tobacco control authorities.

The President said the decision followed concerns raised by parents, teachers, religious leaders and community members about the increasing accessibility and use of vaping products among school-aged children.

Although vaping products are often promoted as alternatives to conventional cigarettes, Ali warned that they are not harmless. He referenced warnings from the World Health Organisation about exposure to toxic substances, respiratory problems and nicotine addiction, which can affect brain development in children and adolescents.

He also highlighted potential risks associated with vaping during pregnancy and said the long-term consequences remain a concern.

“This evening, I believe we are taking a decisive step in protecting our children, protecting our schools, and safeguarding our families, communities, and society,” Ali said.

The restrictions are primarily intended to address the importation of vaping products for recreational use, while allowing the possibility of approval for legitimate medicinal, therapeutic or alternative applications. Any such use, the President said, must comply with applicable laws, regulations and established medical standards.

In its response, the GCCI welcomed the announcement, emphasising the importance of safeguarding public health, particularly the well-being of children and young people.

The Chamber said the growing accessibility of vaping products among school-aged children raised concerns about exposure to nicotine and other potentially harmful substances, with possible long-term implications for their health and development.

It also argued that commercial activity must be accompanied by responsibility for consumer health and safety.

“While trade remains essential to Guyana’s economic development, responsible commerce also requires recognising when products pose risks that warrant stronger regulatory intervention,” the Chamber said.

However, the GCCI cautioned that the restrictions’ effectiveness would depend on clear regulatory guidelines, consistent enforcement and engagement with affected businesses. It warned that inadequate oversight could create opportunities for illicit imports and unauthorised distribution, undermining the intended public health benefits.

The Chamber called for stronger monitoring at ports of entry, clearly defined importation and exemption procedures, and effective enforcement against unauthorised distribution.

It said these measures must reduce young people’s access to vaping products while preventing opportunities for unregulated trade.
