The Ministry of Natural Resources (MNR), through the Local Content Secretariat (LCS), has launched a new digital Local Content Registration Portal aimed at expediting the registration and certification of suppliers and contractors in Guyana’s oil and gas sector.
The ministry, in a statement last Friday, said the portal establishes a centralised, automated workflow that is expected to significantly cut application processing times, improve transparency, and strengthen oversight within the Local Content framework.
With the new system, applicants can submit documentation online, eliminating manual paperwork and reducing administrative delays. The platform also automates internal review and approval stages, incorporating built-in timelines based on application type to ensure greater efficiency and consistency in processing.
Minister of Natural Resources Vickram Bharrat said the initiative enhances governance and accountability within the system.
“This portal strengthens transparency and accountability in how applications are processed. It reduces administrative bottlenecks, enhances internal oversight, and provides suppliers with the clarity they need to plan and operate effectively within Guyana’s Local Content framework,” Bharrat stated.
Director of the Local Content Secretariat, Michael Munroe, said the digitised process will improve predictability for businesses seeking certification.
“By introducing clear timelines, automation, and real-time tracking, we are ensuring that Guyanese businesses can engage the oil and gas sector with greater confidence, predictability, and efficiency,” Munroe said.
Under the revised framework, the Secretariat has outlined specific processing timelines:
Sole proprietors: new applications within five working days; renewals within three working days.
100 percent Guyanese-owned companies: new applications within 15 working days; renewals within 10 working days.
All other companies: new applications within 21 working days; renewals within 15 working days.
The portal also introduces real-time status tracking, allowing companies to log in and monitor whether their applications are under review, pending additional information, or approved. The ministry said this feature is intended to reduce uncertainty and limit the need for follow-up queries.
Internally, the system reduces manual data entry and strengthens reporting and monitoring capabilities, enabling LCS staff to focus more on compliance and substantive review rather than administrative processing.
According to the ministry, the digital transformation is part of ongoing efforts to create a more predictable, transparent, and business-friendly environment while supporting compliance with Local Content requirements.
The MNR is encouraging both prospective and existing suppliers to utilize the new Local Content Registration Portal to benefit from its streamlined procedures and enhanced functionality.
