APNU Backs EU Report, Urges Electoral Overhaul

By Mark DaCosta-On 21st November 2025, the A Partnership for National Unity (APNU) endorsed the findings of the European Union Election Observation Mission (EU EOM) Final Report regarding the recent general and regional elections. The report highlighted significant shortcomings in our electoral processes, and the APNU’s response echoed long-held concerns regarding the integrity and credibility of elections under the current administration.

The EU EOM, tasked with evaluating the electoral process, presented a scathing indictment of the structural flaws within our electoral framework. They underscored that the credibility of elections in our country continues to be systematically compromised, reinforcing APNU’s previous assertions that the electoral system has been manipulated for partisan advantage. The findings of the EU EOM pointed to an electoral process riddled with opportunistic practices that the ruling People’s Progressive Party/Civic (PPP/C) has allegedly exploited to maintain its grasp on power.

In its response, APNU asserted that the current electoral system is fundamentally broken, stating that “the PPP/C has engineered an electoral process lacking in transparency and accountability.” This manipulation of the electoral apparatus has created an environment where “the Guyana Elections Commission (GECOM) cannot deliver fair and credible elections,” as confirmed by the EU EOM. The APNU reiterated that meaningful electoral reform is essential, citing the need for a clean voters’ list, biometric identification, updated procedures for appointing officials, and modernisation of decision-making systems as critical prerequisites for restoring trust in our electoral processes.

One of the most troubling revelations from the EU EOM’s report was the alarming growth of the voters’ list, which expanded by 15 percent since the previous elections, resulting in approximately 757,690 registered voters. The APNU underscored the risks associated with an inflated voters’ roll, compounded by the government’s reluctance to share vital census data. The absence of a robust identity verification system is seen as an open invitation for electoral fraud, and APNU posited that the lack of legal repercussions for those engaging in impersonation during the 2025 elections reflects the PPP/C’s intentional disregard for electoral integrity.

APNU’s call for immediate actions was clear and unwavering. They demanded a credible voters’ list, independent verification processes, and modern approaches to digital identity management. The APNU leadership expressed grave concerns over the misuse of public resources for party political gain, citing multiple instances where state assets had been deployed for electioneering purposes, thereby blurring the lines between governance and political campaigning. They condemned the manipulation of public resources, warning that “any government that uses taxpayers’ resources to gaslight its citizens is not governing — it is engaged in state-sponsored psychological manipulation.”

Notably, the EU EOM identified pervasive biases within state media, with an alarming 98 percent of election coverage favouring the ruling party. This dire imbalance has significantly undermined the democratic process, with APNU arguing that such media bias equates to a form of draconian propaganda. The party supports the EU’s recommendations for implementing equitable media access rules to ensure fair representation of all political voices, a critical necessity for fostering a democratic environment.

The party’s comprehensive demands included four key reforms: an updated voters’ list based on accurate population data, modernised campaign finance regulations, the immediate release of census results, and the establishment of legislation to restrict the misuse of state resources. Furthermore, they called for a constitutional reform process to be initiated without delay, seeking to empower the Constitutional Reform Commission to address vital electoral governance issues.

APNU’s position underscores a deep-seated frustration with the PPP/C’s tactics, especially regarding allegations that the government has inappropriately used citizen data obtained through state assistance programmes to influence electoral outcomes. APNU categorically rejected claims made by Irfaan Ali, the President, stating that their party did not engage in the unlawful practices that have accused the PPP/C. They highlighted the necessity of separating public welfare efforts from partisan electoral activities.

APNU’s promotion of the EU EOM report serves as both a call to action for reforms and a direct challenge to the current regime’s alleged abuses. The national discourse now centres on the imperative for genuine democracy — a struggle that transcends partisan lines and unites all Guyanese in the pursuit of electoral integrity.
