APNU Demands Clarity as Govt’s Tiger Bay Redevelopment Lacks Budget and Details

By Mark DaCosta- The recent announcement by the government concerning Tiger Bay’s development into Georgetown’s inaugural “model neighbourhood” has sparked a wave of skepticism among many citizens. While the idea of uplifting communities resonates positively with the populace, the absence of concrete plans and budget allocations raises critical concerns about the government’s sincerity and commitment to transparency. The A Partnership for National Unity (APNU) has voiced its apprehensions, insisting that any substantial transformation must be substantiated by clear and accessible plans rather than mere rhetoric.

APNU’s spokesperson, Sherod Duncan, expressed dismay over the lack of documentation or budgeting associated with the Tiger Bay initiative. He highlighted that such a significant urban redevelopment project should not be relegated to mere announcements without accompanying financial and operational information. According to Duncan, the absence of specific details in the 2025 National Budget regarding the project casts doubt on the government’s priorities, prompting calls for a clearer strategy that respects the needs and rights of those who reside in the area. “Guyanese deserve clarity, not a publicity reveal without parliamentary accountability,” he stated, reflecting an urgent need for open communication from those in power.

Tiger Bay is a neighbourhood that has faced significant socio-economic challenges, often experienced by many marginalised communities in our nation. Nestled in the heart of Georgetown, it has a rich cultural tapestry but suffers from a lack of essential services, exacerbating poverty and hindering community development. Many families have lived there for generations without secure land titles, fostering an environment of uncertainty and fear over potential displacement amid redevelopment efforts. This issue is exacerbated by the government’s history of urban regeneration projects often perceived as prioritising lucrative contracts over the welfare of the existing population.

The announcement of the Tiger Bay project has, therefore, ignited fears of gentrification — where current residents might be pushed out in favour of wealthier newcomers. There are many unanswered questions: Will residents receive secure titles to their properties? What protective measures will be put in place for renters? How will the community’s existing social fabric withstand potential upheaval during the development process? For many, the promise of a “model neighbourhood” feels tenuous at best when past assurances have often been met with ambiguity.

Moreover, the pressing social challenges within Tiger Bay require more than just a housing initiative. A meaningful transformation must address various issues such as youth violence, unemployment, and education. Without tackling these fundamental concerns, any redevelopment effort may merely serve to mask existing problems rather than provide real, sustained change. Duncan urged the government to consider social protections as an integral part of its plans, arguing that genuine development should rise above public relations strategies. He stated emphatically, “Development must transform communities with their participation, not in their absence.”

As the government continues to promote ambitious projects, the call for transparency and community involvement grows louder. APNU has urged the government to present the full project plan — including the budget, procurement documents, and records of community consultations — asserting that anything less is a disservice to the people of Tiger Bay. Development should reflect the voices and needs of the community, rather than a hidden agenda that prioritises select interests.

While the vision for Tiger Bay as a model neighbourhood might sound commendable in theory, the lack of clarity and accountability surrounding the project is alarming, said one analyst. The citizens of our nation deserve assurance that their homes, their security, and their futures are being placed at the forefront of any development efforts. It remains imperative that the government adheres to principles of transparency, inclusivity, and genuine engagement, ensuring that all Guyanese can benefit from the transformations taking place within their communities. Without these commitments, the government’s grand announcements risk being perceived merely as empty promises rather than the beginning of a brighter future for all, the analyst said.
