By Mark DaCosta- The A Partnership for National Unity (APNU) has raised alarm over what they describe as the gradual dismantling of vital safeguards within the framework of the Natural Resource Fund (NRF). a system originally put in place to ensure responsible management of our petroleum resources. This erosion comes in the wake of several amendments made by the current People’s Progressive Party (PPP) government, which APNU asserts are paving the way for potential corruption and mismanagement of national wealth.
Enacted by the A Partnership for National Unity and Alliance for Change (APNU+AFC) coalition government in 2019, the NRF was designed as a robust mechanism to shield Guyana’s oil revenues for the benefit of both current and future generations. With features like a Public Accountability and Oversight Committee, a multi-layer management structure, and a scientific formula to balance withdrawals, the original law provided the necessary checks and balances to prevent the misuse of funds and to ensure long-term economic stability.
However, the amendments introduced in 2021, which replaced independent oversight with a politically appointed Board, have dramatically altered the NRF’s intended purpose. The removal of the overuse and stability formula in favour of fixed percentages has effectively transformed the Fund into what critics are calling a “government slush fund.” This shift not only centralises power within the executive branch but also allows for broader discretion in fund withdrawals, thereby facilitating the potential for abuse.
The situation has worsened with the enactment of the Fiscal Enactments (Amendment) Act of 2024, which expanded withdrawal limits significantly. Consequently, the government can access larger portions of the Fund each year, with minimal oversight from Parliament. As a result, the careful financial stewardship that was originally integral to the NRF has succumbed to political impropriety. APNU spokespersons pointedly state, “The Natural Resource Fund is no longer a mechanism to secure inter-generational equity or economic stability — it is now a politically controlled pool of revenue that can be withdrawn at the whims and fancies of the government.”
Furthermore, in a damning turn of events, the Auditor General’s report for the Fiscal Year ending December 31, 2024, has brought to light severe financial irregularities across numerous government ministries and agencies. Findings indicate an alarming mismanagement of taxpayer funds, with overpayments to contractors exceeding $1 billion in just one year alone. The report scrutinised 829 contracts worth approximately $48.19 billion, revealing that $1.011 billion was overpaid under various agreements, raising significant questions about the adequacy of supervisory structures in place.
With only a fraction of audit recommendations acted upon, APNU has called for enhanced forensic audits across all affected ministries. They are demanding transparency in recovery efforts, naming engineers and contractors involved in these fiscal discrepancies. This lack of accountability is symptomatic of a larger issue, they argue, as recurrent violations of financial governance expose a concerning disregard for the stewardship of national resources.
The narrative from APNU paints a grim outlook for our nation’s finances, warning that the successive amendments and financial mismanagement are indicative of systemic corruption within the current administration. The party emphasises the need for immediate corrective action and insists that proper oversight mechanisms must be reinstated to protect the interests of all Guyanese. “These are symptoms of systemic corruption, weak governance, and absence of accountability,” APNU representatives declared, urging a collective call to action for our country’s citizens.
As the situation develops, it is increasingly clear that the current government’s approach to the management of the NRF and public finances could have dire consequences for the economic future of our country. The value of natural resources should be preserved not just for today, but with an eye towards sustainable prosperity for generations to come. The path forward must prioritise integrity and transparency to honour the trust placed in our leaders by the citizens of this proud nation, APNU says.
