Opposition Leaders Hold High-Level Talks with CCJ President

Key opposition leaders in Guyana’s Opposition and incoming 13th Parliament met on Wednesday, October 15, 2025, with His Honour Justice Winston Anderson, President of the Caribbean Court of Justice (CCJ), during a courtesy call that addressed critical issues surrounding judicial reform, access to justice, and the strengthening of democratic governance across the Caribbean.

The engagement, which included senior representatives from A Partnership for National Unity (APNU), the People’s National Congress Reform (PNCR), We Invest in Nationhood (WIN), and the Forward Guyana Movement (FGM), was described as constructive and forward-looking.

Justice Anderson was accompanied by Gabrielle Figaro-Jones, Registrar and Chief Marshal of the CCJ, and Marlon Prince, Administrative Officer to the President. The delegation’s visit was received as a demonstration of the CCJ’s continuing commitment to fostering robust judicial relationships across the region.

In a joint statement, the PNCR and APNU expressed appreciation for the open exchange, stating:

“The PNCR/APNU remains steadfast in its pursuit of a strong democratic process, supporting an independent judiciary, and promoting regional cooperation and development. We look forward to continued engagements with the CCJ and other regional institutions to advance the rule of law and justice for all citizens.”

The discussion focused on the structure and performance of the judiciary, and the role of the CCJ in promoting efficiency, impartiality, and transparency within national legal systems.

“The presence of the Opposition representatives underscored the common interest in the progress of the efficiency, impartiality, and transparency of our legal system,” the statement noted.

Among those present were:

  • The Honourable Aubrey C. Norton, Leader of the PNCR and APNU;
  • Dr. Terence Campbell, Parliamentary Leader of APNU, which holds 12 seats in the National Assembly;
  • Azruddin Mohamed, Leader of WIN, now the main opposition party with 16 seats;
  • Amanza Walton-Desir, Political Leader of FGM, which holds 1 seat; and
  • Sherwin C. Benjamin, General Secretary of the PNCR.

The Forward Guyana Movement, in a separate statement, confirmed Ms. Walton-Desir’s participation and highlighted the meeting’s focus on regional democratic standards.

“The engagement focused on justice, access to the courts, and the strengthening of democratic governance across the region,” the FGM noted.

Wednesday’s meeting comes at a time of increased public focus on the judiciary and democratic governance in Guyana. While the country continues to experience rapid economic and political change, opposition leaders reiterated their support for the CCJ as a key institution in safeguarding constitutional rights and regional justice.

“We thank His Honour Justice Winston Anderson and his delegation for their visit and look forward to future dialogue geared towards strengthening our shared democratic values and regional integration,” the PNCR/APNU statement concluded.

With the opposition now spread across multiple parties—WIN with the largest bloc, APNU maintaining a significant presence, and FGM emerging as a new parliamentary voice—the unified attendance at the CCJ engagement signals a shared commitment to improving the rule of law and institutional accountability in Guyana.
