Ambassador Elisabeth Harper, a distinguished public servant, career diplomat, and former Prime Ministerial candidate, passed away on Saturday, September 13, 2025, due to health-related complications. She was 65.

At the time of her death, Harper was serving as the Permanent Secretary of the Ministry of Foreign Affairs, a position that capped decades of dedicated service to Guyana in the field of diplomacy.

Harper’s career began at the Ministry of Foreign Affairs, where she steadily rose through the ranks to become Director-General, earning respect for her integrity, professionalism, and unwavering commitment to national service. In 2015, she made history when she was named the prime ministerial candidate for the People’s Progressive Party/Civic (PPP/C), a role that brought her into the national spotlight.

Her passing has sparked an outpouring of tributes from political leaders, civil society, and international colleagues. Among them, the Forward Guyana Movement issued a heartfelt statement:

“From her early days at the Ministry of Foreign Affairs to her leadership as Director-General, Ms. Harper exemplified integrity, professionalism, and love for country. Her journey—marked by excellence in scholarship and diplomacy—brought honour to Guyana at home and abroad.

We salute her life of service and the values she represented: dignity, commitment, and the pursuit of excellence. May her soul rest in peace, and may her legacy continue to inspire all who seek to serve Guyana with distinction.”

Throughout her career, Harper was instrumental in advancing Guyana’s international profile and played a central role in shaping foreign policy. She was widely admired for her calm demeanor, diplomatic acumen, and deep love for her country.

Elisabeth Harper leaves behind a legacy of excellence, leadership, and selfless service. Her death is a profound loss to Guyana, but her contributions to the nation will be remembered for generations to come.
