The Pan-Caribbean Partnership against HIV and AIDS (PANCAP) wrapped up its Ninth Meeting of National AIDS Programme Managers and Key Partners on March 19, 2025, with a renewed commitment to advancing the regional response to HIV. The event, held in Port-of-Spain, brought together policymakers, health experts, civil society leaders, and international partners to chart a path forward in the fight against the HIV epidemic in the Caribbean.
The meeting focused on collaborative strategies to address the region’s pressing health challenges, including scaling up access to HIV testing and treatment, reducing stigma and discrimination, and integrating innovative approaches into public health systems. Key outcomes from the gathering included a collective commitment to mobilising domestic funding, enhancing the resilience of health systems, and prioritizing community-led initiatives to reach vulnerable populations.
Integration of HIV Services into Broader Health Systems
One of the primary goals of the meeting was to emphasize the importance of integrating HIV services into the broader public health system. Health leaders from across the region agreed that embedding HIV care within routine health services, such as maternal health clinics and primary care centers, would improve efficiency and accessibility. This approach aims to reduce resource duplication, streamline patient experiences, and lower costs while fostering more inclusive, stigma-free care environments.
By integrating HIV testing, prevention, and treatment into general healthcare services, the region hopes to encourage earlier diagnoses and promote treatment adherence, ensuring that individuals can access HIV care without fear of stigma.

Adolescent Health Takes Center Stage
Another critical focus of the meeting was placing adolescent health at the heart of the regional HIV response. Given the Caribbean’s high HIV prevalence rates, especially among young people, participants highlighted the need for targeted interventions for adolescents. These include confidential HIV testing, access to pre-exposure prophylaxis (PrEP), and improved sexual and reproductive health services.
Adolescents in the Caribbean face unique challenges, including limited access to youth-friendly sexual and reproductive health services and socio-cultural barriers that deter help-seeking behaviors. Participants emphasized the need to integrate adolescent-centered care into national programs to address these challenges and reduce HIV transmission among young people.
Addressing the Growing Threat of STIs
Beyond HIV, the meeting also addressed the rising concern of other sexually transmitted infections (STIs), particularly syphilis, which has seen troubling resurgences in the region. The discussions centered around the need for greater attention to syphilis and other STIs, as untreated infections can lead to severe health complications, including neonatal mortality and increased HIV transmission risks.
Health leaders agreed that more robust policies and strategies are needed to tackle these infections, particularly for vulnerable populations, to ensure continued progress in the region’s fight against HIV.
New Caribbean Regional Strategic Framework
A major highlight of the meeting was PANCAP’s ongoing consultations for the development of the Caribbean Regional Strategic Framework (CRSF), a critical initiative aimed at guiding the region’s HIV response through 2030. This framework seeks to integrate innovative solutions, such as community-led interventions and expanded access to PrEP, to help eliminate AIDS as a public health threat.
The CRSF will also align with global health targets, including the United Nations Sustainable Development Goal 3, which calls for the eradication of AIDS by 2030. The consultations involve governments, civil society organizations, healthcare providers, and international partners such as UNAIDS, PAHO, and The Global Fund.
A Unified Resolve for the Future
As the meeting concluded, participants reaffirmed their dedication to equity, human rights, and multi-sectoral cooperation as essential elements of the Caribbean’s HIV response. PANCAP pledged to continue supporting regional countries through technical assistance and regular progress reviews to ensure the success of these initiatives.
