The Hague, Feb 7 (EFE).- LEBANESE JUDGE Nawaf Salam was elected PRESIDENT of the International Court of Justice (ICJ), and UGANDA’s Julia Sebutinde as the VICE PRESIDENT.
LEBANESE Judge Nawaf Salam was ELECTED BY HIS PEERS to be the NEW PRESIDENT of the INTERNATIONAL COURT OF JUSTICE, where he will be expected to serve a TERM of 3 YEARS, according to a press release published by the Hague on Tuesday., February 7. Judge Salam had been a member of the court since February 2018 and had previously been employed as an Ambassador and Permanent Representative of Lebanon to the United Nations from 2007 until 2017.
The President and Vice-President are elected by the Members of the Court every three years by secret ballot. The election is held on the date on which Members of the Court elected at a triennial election begin their terms of office or shortly thereafter. An absolute majority is required and there are no conditions of nationality. The President and Vice-President may be re-elected.
The President presides at all meetings of the Court; he/she directs its work and supervises its administration, with the assistance of a Budgetary and Administrative Committee and various other committees, all composed of Members of the Court. During judicial deliberations, the President has a casting vote in the event of votes being equally tied.

The 342 pages Book in Fourteen Chapters by Raphael Gregory Conwright Trotman, Esq. MP, LLB, LEC, MA. Guyanese Lawyer, Politician, Member of Parliament 1998-2022; 10th. Speaker of Parliament of the National Assembly 2012-2015; and later served, both as Minister of Governance, and Minister of Natural Resources 2015-2020.
Hon. Raphael G.C. Trotman Esq., was educated at the University of the West Indies, Barbados; the Hugh Wooding Law School in Trinidad & Tobago; and the Fletcher School of Law and Diplomacy in Massachusetts ,USA. He holds several post-graduate certificates from Harvard and Oxford Universities, and the William Perry Center for Hemispheric Defense Studies in Washington, DC, USA.
This Book is an excellent documentation of events, challenging situations and the persons involved towards Guyana’s Parliamentary accomplishments and missed opportunities, in the evolution of parliamentary democracy in Guyana.
Guyana’s current Parliament is with political parties’ rivalries, which have sunk to exceptionally low levels of disrespect, across the isles. Readers of this book will learn that disagreements in the past, did not lead to disparagement of people.
I know from three firsthand experiences with Guyana’s outstanding past under the Distinguished Speakerships, of Sir Donald Edward Jackson (1957-1961) (my mentor); Rahman Bacchus Gajraj, CBE, JP.
