Opposition Parliamentarians file Motion calling on Govt to immediately establish multi-stakeholder task force on border controvery

Alliance For Change Members of Parliament (MP) David Patterson and Ricky Ramsaroop have filed a Motion to the National Assembly calling on the “Government of Guyana to immediately establish a multi‐party, and multi‐stakeholder Task‐Force to address all aspects of the clear and present danger that Venezuela’s actions portend against the good order, safety and security of the state of Guyana and its peoples, and to do all acts and things necessary for the preservation of the territorial integrity of Guyana, and for the safety and wellbeing of its citizens.”

The MPs in a letter dated December 13, 2023 to Speaker Manzoor Nadir is seeking Adjournment of the National Assembly Sitting today to deliberate on  this “definite matter of urgent public importance.” According to the Opposition, considering Venezuela’s aggression and the Opposition’s commitment to have a united approach in addressing the Guyana/Venezuela Territorial Controversy, they have filed a motion which they seek for consideration at today’s sitting to consider the motion.

ADJOURNMENT – DEFINITE MATTER OF URGENT PUBLIC IMPORTANCE  

Considering Venezuela’s aggression and the OpposiƟon’s commitment to have a united approach  in addressing the Guyana/Venezuela Territorial Controversy, please find aƩached a MoƟon which  the OpposiƟon is seeking to be considered on Thursday 14th December 2023.  

I  hereby  request  permission  to  move  the  adjournment  under  Standing  Order  No.  12  of  the  NaƟonal Assembly to consider the aƩached moƟon.

MOTION  

WHEREAS  the NaƟonal  Assembly  of  the  Co‐operaƟve  Republic  of Guyana approved a moƟon  (ResoluƟon No. 66) on Monday, 6th November 2023.   

AND WHEREAS the NaƟonal Assembly by way of ResoluƟon No. 66, inter alia,  

Affirmed  the  sovereignty  and  territorial  integrity  of  the  State  of  the  Co‐operaƟve  Republic  of  Guyana,  and  rejected  beforehand  the  purported  Referendum  that  was  held  on  Sunday  3rd  December 2023 in Venezuela as being provocaƟve, unlawful, void and of no internaƟonal legal  effect;  

Reaffirmed its recogniƟon and acceptance of the 1899 Arbitral Award as a “full, perfect and final”  seƩlement of the boundary between Guyana and Venezuela and ArƟcle IV (2) of the 1966 Geneva  Agreement as giving the mandate to the United NaƟons Secretary‐General to select the means  of resolving the controversy;  

Denounced as provocaƟve, unlawful, void and of no internaƟonal legal effect, the purported  Referendum in Venezuela that was held on December 3, 2023;   

AND WHEREAS the President, and Government of Venezuela have proceeded to give unlawful  effect to the purported outcome and decisions of the aforemenƟoned legally flawed Referendum,  and conƟnue to be hosƟle and disrespecƞul towards the InternaƟonal Court of JusƟce, and the  state  and  people  of  Guyana,  and  now  brazenly  pose  an  imminent  and  existenƟal  threat  to  Guyana’s naƟonal security;  

BE IT RESOLVED that this NaƟonal Assembly calls on the Government of Guyana to immediately  establish a mulƟ‐party, and mulƟ‐stakeholder Task‐Force to address all aspects of the clear and  present danger that Venezuela’s acƟons portend against the good order, safety and security of  the state of Guyana and its peoples, and to do all acts and things necessary for the preservaƟon  of the territorial integrity of Guyana, and for the safety and wellbeing of its ciƟzens.
