DEMOCRACY and REUTERS Special Report on Guyana July 14, 2023
President Barack Hussein Obama said, “ In any democracy, the free exchange of ideas is an important part of making sure that citizens are informed, engaged and feel like their perspectives matter.”
This is an excellent suggestion worthy of being practiced in Guyana, especially since August 2020, and the daily continuing marginalisation, of about half the population, with a ONE PARTY, Authoritarian style of Government, with a complete SHUT OUT of the 99% of Elected Opposition Members of Parliament.
Most in Guyana know that a FEW MONIED corrupt PERSONS, bankrolled the political parties for the 2020 General Elections, in 3 categories, A, B and C. These monied persons “hedged their bets” and are NOW reportedly calling the shots, for contracts, deals, appointment of Ambassadors, etc., despite the recent comments by the Government, to the very thorough investigative reporting by the World respected REUTERS News Agency.
REUTERS is very credible to the US Government and many other Global Nations for their Award-Winning Investigative Reporting. Al Jazeera has followed the similar investigative reporting styles with their Gold Smuggling Episodes 1 to 3, on Zimbabwe.
These corrupt shenanigans are also known with documentary evidence, photos, and voice messages, at the US Department of State, Washington, DC, and especially at the DEA, FBI, CIA, Department of Justice, and Homeland Security, by their current and past agents, with intimate ON-SITE knowledge on Guyana’s corruptions’ persons and their VAST operations in and out of Guyana.
There is history in the Western Hemisphere of Washington’s CLEAN SWEEP when they are ready to arrest, indict, and extradite, from the top. Reportedly, now retired DEA agents who gave advice before the 2020 elections have been reactivated to Washington, to cope with the huge rise in corrupt activities with monies moving to malls, buildings, Oil and Gas, etc. Guyana is with Roger K and Barry D , and others in NY Court records with an EXPERT on Guyana, US Federal Judge DORA IRIZARRY. This Judge’s name will cause shivers to the corrupt persons in Guyana.

With due respect under the Leadership of His Excellency Linden Forbes Sampson Burnham, First Executive President and teams, can remember very well the many successful projects with vision, team, plan, resources and execution for the following, National Holidays for Eid ul Adha, Youman Nabi, Holi, Deepavali, Feed Clothe and House the Nation (FCH announced on 8 May 1973 by Dr. Kenneth King, the Minister of Economic Development); Eat what you grow, grow what you Eat to conserve foreign exchange; Roxanne Burnham Gardens; National Park, Demerara Harbour Bridge, CARICOM ( Caribbean Common Market for fifteen Nations), CARIFESTA ( Caribbean Festival of Arts) , Non Alignment Movement biggest supporter; South Africa Liberation from Apartheid, close working relationship with CUBA and allowing Cuban flights to refuel at Atkinson Airport now Cheddi Jagan International Airport for flights to support African freedom groups, Cuban support for training of Medical Doctors, University Graduates and Post Graduates Guyanese, and with due respect the famous or infamous Guyana National Service, are among the main the achievements remembered.
Successive PPP Governments DID NOTHING TO REPLACE THE NATIONAL SERVICE, which was a TRAINING Source, Social Cohesion, and crime deterrent.
AXE the TAX Campaign by UNITED FORCE, Peter Stanislaus D’Aguiar
During 1962 the PPP Government presented a budget by Dr. Nicholas Kaldor and the United Force party mobilized the nation on an “axe the tax campaign” for its campaign against the tax on beer, when beer was produced at the Publicly owned Company, Banks DIH, at which the Manager Director and Chairman, was also the leader of the UF, Peter D’Aguiar. For over three years a relentless campaign which resulted in violence, loss of lives, and property damage resulted in the removal from office of the PPP Government. Dr. Nicholas Kaldor, a Trinidad & Tobago Distinguished Economist was educated at Cambridge University, England, and was an adviser to many developing countries including British Guiana, on economic and taxation policies.
Banks (DIH) was an important customer at Bookers Lithographic & Boxmakers, where I worked as Company Secretary/Accountant and Company was asked to produce, IN SECRET, within 72 hours, FIFTEEN THOUSAND cardboards, “ AXE THE TAX ” in the form of an AXE. Production and all staff left the printery around 5 PM and the gates were closed. At 6 pm the Production Manager Mr. Anthony, Assistant PM Mr. Gittens, and Shamir arrived, and we produced the “AXE THE TAX” cardboard AXES, and we worked until 5 AM the next day. At 5 AM an unmarked truck arrived and collected the cardboard axes. This continued for three days.
Few people knew of this production of “AXES” event, and this was not talked or discussed, This was my very risky work to produce within 72 hours 15,000 cardboard AXES for United Force Peter Stanislaus D ’Aguiar party’s protest to Government’s taxes. Peter D’Aguiar Banks DIH Ltd. was a very important customer at Bookers Lithographic and Boxmakers Company.
My United Kingdom for 3 weeks to study on Cooperatives
Whilst being employed by Bookers/Guyana Lithographic, HE Linden Forbes Sampson Burnham, SC, sent me to the United Kingdom for 3 weeks to study, observe and make recommendations, after my visit to UK Central Office of Information for the study of their Cooperatives in London, Birmingham, and Lancashire, United Kingdom. Do have documentary evidence on this and other assignments for the Government, ALL DONE during my full-time employment as Company Secretary/Accountant at Guyana Lithographic Co. Ltd. LaPenitence, EBD.
Guyana ACQUISITION of BOOKERS and SANDBACH PARKER.
Served on Guyana Government Financial Advisory Team to acquire the assets of the Bookers Sugar Estates and Booker Holdings in Guyana.
1976 HE Linden Forbes Samson Burnham’s Government decided to acquire the assets of the Bookers Group in Guyana, wholly owned Companies by Booker Group plc, of Bucklersbury House, Cannon St, London EC4, and at a meeting where Mr. Harold Barrington Davis, from Bookers Sugar Estates was present, HE LFS Burnham, Esq, SC, asked me to serve on Guyana Government Financial Advisory Team to acquire the assets of the Bookers Sugar Estates and Booker Holdings in Guyana.
I humbly declined as was working at Guyana Lithographic with a busy financial reporting period, but HE LFSB insisted I had to serve, and no excuses, as I had the Accounting skills, knowledge and experiences with the preparation of the Bookers Group financial, consolidation and GRA financial returns. FEW if ANY, could say NO, to the Hon. LFSB. Do know Bookers Executives were not pleased in Guyana and London. Chairman, was Mr. JOCK CAMPBELL with trading as BOOKER McCONNELL LTD.
Also serving on this very high-level team was Harold Davis from Bookers Sugar Estates, and Yesu Persaud from Sandbach Parker Sugar Estates. The Bookers Team presented a huge pile of documents from the United Kingdom, for the negotiations. His Excellency LFS Burnham, announced that the OFFICIAL RECORDS for Bookers ACQUISITION will be the TAX RECORDS BOOKERS submitted to the GRA, Guyana Revenue Authority.
This was a Classic HE LFSB’s Strategic WISE Leadership, which can be named STRATEGIC OPPORTUNISM, which means the FOCUS on LONGTERM Objectives while remaining FLEXIBLE to SOLVE DAY-TO-DAY Problems and recognizing NEW OPPORTUNITES.
GRA Records and USA CFE’s to RECOVER ILLEGAL Money Laundering MONIES.
GRA Guyana Revenue Authority, has the records as EVIDENCE of ASSETS and WEALTH Accumulation, will be very good for SOURCE and USE OF MONIES, through SOCU Forensic Auditors/Certified Fraud Examiners (CFE) from the USA, examinations of the corruption monies and wealth accumulation in Guyana. Especially the recent shift of money laundering monies to huge buildings, and other structures, which are the talk of Guyanese, visitors, and expatriates, at the length and breadth of Guyana. There is a precedent in Guyana for using GRA filings’ records for Bookers Acquisition/Nationalization of Bookers and Sandbach Parker.
The need for a STRONG, Corruption FREE Government Operations, is NOW, without FEAR or FAVOR, with no exemptions. Do know there is a LIST of CFE Graduates, from the USA, who are available to the Government of Guyana, on short term or long-term contracts when needed.
From my forensic auditing experiences I can guarantee the monies spent to employ CFE’s as a COST and REVENUE CENTER, will pay for itself in multiples of thousands and tens of thousands in the context of Guyana’s money laundering schemes, especially since August 2020, to date.
Also do know, that a former Guyanese United Nations Officer, now retired and back in Guyana, ,as the ROLODEX OF NAMES and LOCATIONS, to assist in finding, locating, and seizing the Guyana corrupt monies in many countries, with United Nations Money Laundering Precedents, Procedures and Rules, with the many cases reported in the Global media.
With TRAINING, and TRUST among ALL Political Parties and Civil Society, GENUINE SUSTAINABLE, TRANSFORMATION, of Guyana ( 3 Ts) can be achieved, with UNITY/Shared Governance, including CIVIL Society.
