From exceptionally reliable sources there were FOUR STRONG Efforts at Unity Government/Shared Governance, as hereunder, and maybe others ?.
- Hon. Raphael Trotman BOOK, “ From Destiny to Prosperity” page V, as hereunder
- Halim Majeed BOOK, as hereunder.
- National Democratic Institute (NDI) sponsored STUDY MISSION to Belfast, IRELAND with 10 persons, as hereunder.
- With all due respect, it is alleged, that the 2020 Elections SNAFU was a MISSED OPPORTUNITY for National Unity/Shared Government. Together with a NEW voters list with Biometrics towards improved confidences for the declared voting results from GECOM, which has been a problem since 1966 the year of Independence, to the last 2020 General Elections.
On December 18, 2011, the MISSED OPPORTUNITY, for a Government of NATIONAL UNITY. AMAZON Book “From Destiny to Prosperity”- Raphael Trotman, Page V, “What NINETY NINE PERCENT of Guyanese, are unaware of, is that in 2011, after the elections results were announced, on the afternoon of December 18, 2011, the LEADERS of PPP, APNU and AFC met, that very afternoon, at the Public Buildings to discuss the way forward. At that meeting, Mr. GRANGER PROPOSED to Mr. DONALD RAMOTAR, PRESIDENT ELECT, that we should all come together to form a GOVERNMENT of “NATIONAL UNITY,” rather than have a “HUNG PARLIAMENT.” Mr. Ramotar, to his credit DID NOT REJECT THE IDEA OUTRIGHTLY, but instead, responded that it would be difficult at that late stage to enter into such a Government, because his party the PPP, neither campaigned for, NOR SOUGHT and OBTAINED a MANDATE for a NATIONAL UNITY Government. THE REST IS HISTORY.”
The book, “Forbes Burnham: National Reconciliation and National Unity 1984-1985”, Halim Majeed recounts that Halim and Elvin McDavid were instructed by LFSB to spare no effort for the unity meetings for power sharing to continue and be successful, with good outcomes for a united Guyana.
National Democratic Institute (NDI) sponsored a STUDY MISSION to Belfast, IRELAND with 10 persons, to the best of my back-channel information. Miles Fitzpatrick, Randy Kirton, Susan Moore, Maniram Prashad, Moses Nagamootoo, Dr. Bheri Ramsarran, Michael Abraham, Robert Corbin, Raphael Trotman, and Dr. Rupert Roopnarine. “The arrangement was scuttled in Georgetown. As His Excellency Desmond Hoyte Esq, SC and Her Excellency Janet Jagan could not see EYE TO EYE on ANYTHING. Age-old suspicions and dislikes triumphed. NDI and others did all they could.”
SN Dr. Henry Jeffrey. “ The contention that shared governance does not and cannot work is false. It has not only worked but brought prosperity to those with sufficient insight and wisdom to make it work. And in those places, such as Sri Lanka, Fiji and, until recently, Northern Ireland, where it has been needed but the necessary perspicacity to do something to establish it has been absent, the result has been alienation, turmoil, and bloodshed.”
Northern Ireland is 1 of 3 Best for “ shared governance” between Catholics and Protestants, and Sri Lanka and Fiji.
My Humble Request/Suggestion, is for the 6 Selected Guyanese who were ALL trained, at the US Center for Hemispheric Defense Studies, (CHDS) Washington, USA, with the 2 PPP, 2 PNC and 2 AFC, that these 6 persons should take the Leadership Role to discuss NATIONAL UNITY/SHARED GOVERNANCE, towards One People, One Nation, and One Destiny, which will be very pleasing ESPECIALLY to the USA Government with their very substantial EXXON Investments in Guyana, for improved peace, stability and wellbeing for all Guyanese, Investors, and Expatriates.
Among the 6 persons at CHDS, were President Dr. Ali, and these 6 persons, know who they are and who knows know. The OVERALL USA TRAINING was for THIS GROUP of 6 to work cooperatively for a United, Democratic, and Prosperous Guyana, for ALL with EQUITY, and everyone with accesses to the same Treatment, Opportunities and Advancement.
Am/We are humbly requesting this Group of 6 to represent all in Guyana, to discuss, deliberate, and decide on the way forward to present to the Political Parties, Civil Society, and the Nation towards IMPROVED OUTCOMES. The need for ALL to be pulling together in the SAME DIRECTION, in place of the current around 50% of the Opposition Parties, pulling in the opposite direction, due to their experiences of not sharing in Guyana’s jobs, wealth, and wellbeing opportunities.
MANY Believe that NATIONAL UNITY/SHARED GOVERNANCE will be a start to HEAL the RACIAL DIVISIONS in Guyana and will be an EXCELLENT to Trust, Confidence and Healings.
NATIONAL UNITY/SHARED GOVERNANCE will be good for Guyana, in place of the POLITICAL PARTISANSHIP, with TWO TERM Limits for Ministers and Members of Parliaments as applicable to the President.
Guyana is with a record of poor race relations since 1966 which is continuing among its six races. Whilst I cannot highlight a country where shared governance is a complete success, Ireland is a work in progress, and in the context of Guyana, this is an opportunity for Servant Leadership Principles and Practices, with shared governance/national unity Government and a determined will, could succeed, despite spinners and doubters. Dare to dream, with Vision, Team, Plan and Execution towards YES, WE CAN.
In Political Leadership at Nations or Businesses or Social Organizations, the need is for strategic long-term thinking and planning with Servant Leadership Principles, Practices, and Ethics for THE GOAL to be, for the GREATER GOOD FOR ALL. Experienced, skilled, and available businesspersons and civil society persons, should be encouraged to serve in Government, and on the over 125 Commissions and Boards, with at least ONE OPPOSITION and ONE CIVIL SOCIETY, REPRESENTATIVE on each Commission and Board.
Guyana is now in its 58th Year of Independence and a solution of the racial marginalization, is Shared Governance/National Unity as the NEW model of Government. In Governments as in our lives, our journey is short, and it is time for ALL Leaders to remember that Most Guyanese are POOR after 57 years of Independence, and ALL Governments MUST MAKE PEOPLE their PRIORITY in place of themselves, Families, Friends, and Favourites.
Guyana can become a CENTER OF EXCELLENCE, which is not impossible or rocket science. What is needed is the collective cooperative inclusivity of ALL SIX RACES, coupled with the skills, resources and expertise of the Diaspora, for total mobilization.
With respect our past 57 years is empirical evidence of the RESULTS of NOT WORKING TOGETHER, and the continuing struggle of half the population to prosper and survive, when the other party is in political power in Government, with the recent, hung parliament and a one seat majority in Parliament.
The OIL revenues’ blessings are not being managed with fairness to all, for peoples improved quality of life, education, health, jobs, and cash transfers to the population, whilst the 1% are enjoying the major benefits of OIL, Contracts and as Construction Companies’ Owners, via 3Fs, families, friends, and favorites.
We do know both major parties in Guyana’s history have had external support to be in Government, and each of the two parties, can say, they will never bend, never bow, and never stoop, and that they will speak, write, and advocate for their rights. SO, WHEN WILL THIS END ? All Guyanese do deserve the Opportunity to be successful in their Homeland. PRAYERS are GOOD but the need for LEADERSHIP ACTION for improvement is NOW.
When will Guyana Revenue Authority (GRA), Integrity Commission and the Special Organized Crime Unit (SOCU) with the documentary information submitted, together with their forensic audits, since its establishment, hold more persons accountable to explain THEIR SOURCES of
WEALTH and their USE of FUNDS, with the UNLAWFUL Wealth, via PERSONAL Corporations for Government Contracts ?
These corrupt persons in businesses and Government are now owners/partners of malls, huge buildings, construction companies, with money laundering, which is known to many in Guyana. Do know the US DEA, FBI, US Department of Justice, IsDB, UAE, KSA, Kuwait and Qatar are ALL aware of these and much more from their ON SITE Due Diligences, including the media and social media.
Quote from a Distinguished Guyanese Patriot “Guyana’s racism and potential for internecine strife will strangle development going forward.”
Sri Mahatma Gandhi Ji; Nelson Rolihlahla MADIBA Mandela; and Dr. Martin Luther King, Jr, ALL found PEACE after their many years of struggle, with forgiveness to their oppressors.
It is time for the PPPC and PNC/APNU, Guyana’s two main political parties to find a BETTER WAY FORWARD. Challenges and tribulations are all relative.
The time is NOW, for effective REFORM LEADERS from among PPPC, PNC, APNU, AFC, ANUG and CIVIL SOCIETY, to chart a better way forward, with the OIL revenues billions of Almighty’s Blessings to ALL of Guyana’s six races, with INSTITUTIONAL REFORMS, et al.
Global Confidence in Guyana Government’s STABILITY for the immediate and long term are extremely critical, for Guyana, with massive economic, social an infrastructural development, with the USD Billions.
Dr. Henry Jeffrey, 28 th. May 2023, Village Voice, “The result is that after more than a total of 25 years in government, in 2022 Africans, who are 29.3% of the population, received only 10% of 288 government contracts while Indians, its core supporters who are 39.8% of the population, received 72.8% of those contracts. Furthermore, the government has been attempting to undermine and destroy African institutions such as IDPADA-G that are seeking to improve the condition of the African people.”
‘Randolph Persaud exposes the PPP.’ | Village Voice News
27 May 2023. “Kaieteur News – The PPP/C is continuing from where it left off in 2015. It has been proven that it is not interested in any form of inclusive governance and is determined to impose its decisions on the people. This is why peaceful protest has to now be given serious consideration by the public and civil society organizations.”
26th. May 2023, US Secretary of State, “ Our two countries share strong educational, historic, economic, and cultural ties and we look forward to continuing our work together to strengthen commercial ties, to move towards net zero carbon emissions, promote accountability in governance, cooperate in the health sector, bolster human rights, and encourage stability in the region.”

Matured CARING LEADERSHIP with Vison, Team, Plan, Resources, and Execution like Singapore, Dubai and Qatar are needed for Guyana to bridge the HUGE RACIAL DIVIDE, which is growing. The Constitution will need the COMBINED LEADERSHIP for 2/3 majority for CONSTITUTIONAL CHANGES.
Hindsight, the Possible 2020 Logistics could have been adopting shared governance/national unity government with 2/5 APNU-AFC, 2/5 PPP & 1/5 Civic Leaders; adopt rotation of President and Prime Minister from APNU-AFC and PPP the two largest parties; new voters list with biometrics. Just imagine what Guyana, COULD have been today? IF SERVANT LEADERSHIP PRINCIPLES in PRACTICE, were exercised BASED on MERIT, for
- APNU-AFC 2/5 MPs, Ministers, Commissions, Boards, Political appointees Ambassadors, etc.
- PPPC 2/5 MPs, Ministers, Commissions, Boards, Political appointees Ambassadors, etc.
- CIVIL SOCIETY, 1/5 MPs, Ministers, Commissions, Boards, Political appointees Ambassadors, etc.
With ALL Due Respect, the CULTURE of SILENCE on the SHARED GOVERNANCE/NATIONAL UNITY GOVERRNMENT issue is DEAFING, and matured LEADERSHIP should LEAD for a Better Way Forward, towards, One People, One Nation, and One Destiny.
Need for Leaders to possess, use and manage with a SOCIAL CONSCIENCE, in place of personal aggrandizement, as some leaders aim for Power, Fortune and Riches, whilst history is full of Governments’ protections of FOREIGN CAPITAL Investors, at the expense of local entrepreneurs, except families, friends and favorites.
Current PPPC cabinet: a President, First Vice President & Prime Minister, Second Vice President and 20 Ministers.

Recently KENYA had General Elections Challenge, 9 August 2022 Election, and on 5 September 2022, with their Supreme Court’s decision, within ONE MONTH. Voter Fraud Claims is a GLOBAL PROBLEM, in Western, African, Asian, and Caricom Nations. In comparison, in Guyana, the General Elections Petition, as permitted by the Constitution, now ongoing to 3 years without a Court’s decision, and without a timely LEGAL REMEDY, will be, Justice Delayed is Justice Denied. What Is Shared Governance?
Shared governance is a system that promotes inclusive and shared decision-making based on the Four Principles. These principles include Partnership, Equity, Accountability, and Ownership of the Decision. Using Shared Governance, Guyana can achieve Democracy, Transparency and Accountability with EQUITABLY in place of EQUALLY, towards its Motto, One People, One Nation, One Destiny.
SWOT for SHARED GOVERNANCE:
STRENGTH:
- Facilitation of a togetherness with a unity of purpose
- MERIT based appointments
- Win, Win, Win, for all
WEAKNESS:
- Some will prefer the existing State of affairs
- Some will lose their jobs, contracts, and preferential statuses
- Some will lose their POSITION POWER.
OPPORTUNITIES:
- With Global Focus on Guyana the TIME IS NOW, towards the basis for spectacular achievements.
- The population will be ready for the National improvements with OIL REVENUES.
- COLLECTIVE Vision, Team, Plan, Resources, Execution, Evaluation and LEADERSHIP, could be realized.
THREATS:
- Racial CONFLICTS can grow and become destructive.
- Instabilities will make USA, EXXON, INVESTORS, UK, Canada, EU, GULF//Middle East, and Others, very fearful.
- Transformational developments can have internal sabotage.
