IsDB and NEW Wismar Bridge
Islamic Development Bank (IsDB) USD $900 Million Credit and Grant 2016-2022, APNU+AFC negotiated and secured, but was able to use USD $236 Million, Chart hereunder, due IsDB’s unwavering strict policies, procedures and processes, and the need for the very expensive feasibilities studies.
OPEC offered their Brother Dr. Shamir to assist with, Feasibilities Studies, and my tenure ended with wheels up from Kuwait on August 11, 2020. IsDB USD $900 Million is unprecedented for Guyana through representation, dialogue, and a successful Agreement.
IF, the PPP can successfully work and achieve all the timelines, percentage of completions, quality materials, and quality workmanship, et al for the USD $120 Million, for the Soesdyke Linden Highway, this will be a big first for the PPP after the very badly managed Skeldon continuing fiasco, and the many others written on by Dr. Anand Goolsarran in his columns.
PPP leaders in 2018 was with their harsh criticisms in the media, but now are enjoying the labor and fruits of the APNU-AFC Minister Hon. Winston Jordan and first Governor at IsDB, and the first Alternate Governor at IsDB, Ambassador Dr. Shamir Ally. No media spinners can change these irrefutable facts, on our outcomes and deliverables.

Embassy in Kuwait 3 very BAD Images
Kuwait Embassy’s 3 discontinued items by PPP after August 2020, is tearing down of successes to Guyana’s name, why? why? why? this is a waste of taxpayers’ money, by tearing down successes from the past Government. A Smart Government will BUILD and EXPAND on outcomes, deliverables, and successes. ONLY arrogant, uncouth and selfish Government will do such tearing down, which has become the PPP practice, with the ICT program, Police Reforms with UK’s assistances and EPA skills development with overseas financial assistances. With respect, do wish for the PPP Government to succeed, and hopefully, after reading, this column, will make an effort to improve.
These details are made public, so the Minister of Foreign Affairs, will review and instruct staff to cease these bad practices, which are affecting the Guyana brand. The Minister and Ministry were sent my emails on this subject.
When will Political Parties, learn that willful destruction of the opposition party’s successful items is an insult to the taxpayers and Global image, of brand Guyana, as was in Kuwait.?
1.PPP, Discontinued the very successful Recycling Program which received huge Media coverages including a social media clip that went viral, and talked on by the Amiri Diwan, Ambassadors, and Kuwaitis, regularly as at the day of preparing this column. This project was conceptualised by my wife Dr. Maryann with huge on-site and media successes.
The day after the official opening of the Sheikh Jaber Al-Ahmad Al-Sabah USD $3 billion causeway we visited the causeway. We stopped to view the Kuwait skyline and saw the garbage around. Whilst I was enjoying the skyline views, Dr. Maryann, and the driver, started to pick up the garbage. Two Kuwaitis were around, spoke with Dr. Maryann, and unknowing to Dr. Maryann, one person did a video named “Keep Kuwait Clean” SNAA NEWS, went VIROL in Kuwait and the Middle East, and continues to be a subject of conversation.
Kuwait is now with a massive recycling and conservation programs, and Guyana Embassy LED the way, with lots of evidence on the web.
2. After my August 2020, departure, FSO 111, gave instructions for over 300 pictures on the walls of the Guyana Embassy in Kuwait, for the “Show, Tell & Know” Guyana Brand, Program. All were taken down, frames removed, and pictures placed in a box and stored at the top floor/roof at the Embassy, and 236 pages on the website greatly reduced, with ZERO on the earned Guinness World Record in the Names of Guyana and Kuwait. Staff told me they were in tears as over the years they placed the pictures on the walls and were given no reasons.

Am with over 23,000 pictures on my iPhone, where some were used for the website during my tenure. viewers can see some of the pictures on the current embassy’s website which were doctored, and not a true representation, especially with Ambassador Dr. Shamir who did and was present for the activity is deleted from the events’ pictures. Two staff a male and a female, who I terminated for poor performances and lack of confidentialities, were rehired by the FSO 111, and both are now managing the website.

This is an example with evidence of the PPP Government’s attempt to rewrite proven on-site history in Kuwait at the Guyana Embassy, achievements, under the APNU-AFC Government, and my four years tenure 2016-2020.
Have been asked by the Ruling Families in Kuwait, Qatar, Saudi Arabia, and many Ambassadors who visited the Embassy, and know of a webpage for their country, at Embassy’s website, which they all saw, after their visit to Guyana Embassy with pomp and ceremony, with their names in running lights, like Broadway, New York.
They kept asking who did the authorization, and deletions, and I told them the Foreign Service Officer FSO 111 who was in Kuwait since 2014, gave the instructions. FSO 111, on August 11, 2020, my wheels up from Kuwait. Promoted TO FSO 1 during October 2021 to QATAR. Skipping FSO 11 without the required NEW education, knowledge, and experiences in 14 months. MoFA did not promote from 2014 to 2020 for very good reasons. FSO 111 skyrocketed to FSO 1 October 2021, after the PPP Government was installed. Is this another 3 Fs., Families, Friends, and Favorites ? a good question for Guyana’s Parliament to Minister of Foreign Affairs?
On February 22, 2017, at 9:45 AM, 2016 Annual Performance Review (APR) was emailed to MoFA for this FSO 111 during my four years in Kuwait. Have no knowledge of WHO prepared the other annual reviews. My monthly report will show this line item for the missing APRs to Kuwait for my completion. Did the Minister or his/her designated Staff complete the APRs, to satisfy the Guyana Civil Service Regulations.? Who completed APR for 2017, 2018, and 2019 for FSO 111 ???. Democracy also means transparency in Government’s operations.
3. Repossession of the Guinness World Record, Chevrolet Cruze 2010 Model Vehicle Plate 3-226, a FREE GIFT from KUWAIT during January 2011, which had an accident, and I did not want to risk staff lives or injuries, and discontinued its use, with a value of USD $200: in January 2020.
For 50th Anniversary of Republic; 25 years of Diplomatic Relations between Guyana and Kuwait; and 9th. Anniversary of Embassy in Kuwait, 50/25/9, presented 13 Activities with the Theme “Guyana on the World Stage” which included a Guinness World Record Project, with 41,543 different stickers on a car. Car was representing Guyana & Kuwait at the Historical Vintage & Classic Cars Museum, Shuwaikh Industrial.
The Kuwait Amir Diwani asked for the vehicle, which they knew they gave as a gift in 2011, and was not paid for by Guyana, with a current value of USD $200: and Ambassador Dr. Shamir said YES.
After my August 11, 2020, wheels up from Kuwait, the vehicle was taken back, and the chauffeur and driver were instructed to take the stickers off, by FSO 111, who is now serving in Qatar. Staff told me they were in tears as they worked on this GWR project, and were given no reasons, by FSO 111 (reportedly a PPP supporter from CIOG sent to Kuwait in 2014 by President Jagdeo, who told me this himself on June 14, 2014, at Hibiscus Restaurant, Richmond Hill, New York, at a 127-minute meeting, at his request, with 2 persons around).
Just imagine, the continuing questions from the Ruling families, Ambassadors, Kuwaitis, Media, et al, as the Guinness World Record, had global and Guyana coverages. almost three years after my departure, and every week am receiving comments for the very high to very low levels for Guyana’s brand, image, with these 3 discontinuations.
Kuwait pays the high rent for the Embassy and No Ambassador is in Kuwait since August 2020, which is a GROSS INSULT to Kuwait, who gave debt write off $50.7 Million; Feasibility Study Road Project, Belfield to Rosignol, ECD: GRANT of USD $1,635.000: and support of USD $100,000: approximately, Yearly, since 2011.
Look at the Guyana Embassy in Kuwait, website and you will see NO GWR. I have sent Emails to the President, 2nd VP, Minister of Foreign Affairs, and the Permanent Secretary MoFA.
Am regularly receiving questions from Kuwait so decided to share these in the hope for NO recurrence and improvements at the embassy in Kuwait, by the recent new charge d’ affairs. a non-Muslim woman who is at a huge disadvantage, by not being able to attend the Kuwait grand masjid, where relationships are paramount. private palaces’ invitations will not be issued to Guyana. PPP leadership should know this from their years in government, they sent 2 Muslims to serve in Kuwait in 2011 and 2014. I was the 3rd. Muslim and 2nd. ambassador.
