Member at the Islamic Development Bank (IsDB), Jeddah, Kingdom of Saudi Arabia. Guyana is with an Embassy in Kuwait with NO Ambassador and an Embassy is in Qatar with an Ambassador. Do strongly recommend for Guyana to establish an Embassy in Riyadh, Kingdom of Saudi Arabia, for OIL & GAS relationships, guides, and assistances.
Guyana is the 57th Member at Islamic Development Bank (IsDB), Jeddah, Saudi Arabia. The last member since March 22, 2016. The FIRST Governor was Senior Minister of Finance, Hon. Winston Jordan, and the FIRST Alternate Governor was Ambassador Dr. Shamir Ally. We secured for Guyana for Wide Range of Projects, 2018 to 2022 for Financing & Technical Assistances, CREDITS & GRANTS USD $ 900: Million.
The need for Feasibilities’ Studies which were very expensive to secure, so around USD $116 Million were used through July 2020, and the PPP Government in 2022 secured USD $120 Million Loan for the Linden Soesdyke Highway. A smart PPP Government should have requested an extension after 2022, BUT no information in media on an extension. IF no extension was requested, it is a huge loss to Guyana.

OPEC: Organisation of the Petroleum Exporting Countries. With regular introductions from Saudi Arabia, Islamic Development Bank and Kuwait, secured, developed, and maintaining strong personal relationships with OPEC High Executives and requested their assistance for FREE FEASABILITIES STUDIES, to which they readily agreed. This item was in my monthly reports, around 30 to 40 pages, which was repeated for many months, to the Ministry of Foreign Affairs et al, for a follow up request and the logistics in Guyana. Regrettably, nothing was sent from Guyana to OPEC or Ambassador in Kuwait.
OPEC: Kuwait Minister of OIL, Water and Electricity and Chairman of Kuwait Petroleum Corporation, requested 3 times, to support Guyana’s membership at OPEC with SPECIAL CONDITIONS. This item was in my monthly reports, around 30 to 40 pages, which was repeated for many months, to the Ministry of Foreign Affairs. Regrettably, NO response from Ministry of Foreign Affairs, et al, which was an embarrassment to today with Kuwait.
KUWAIT: Guyana received DEBT RELIEF of 67 % for USD $50.7 Million.
KUWAIT: Guyana received from Kuwait Fund for Arabic Economic Development, Feasibility Study Road Project, Belfield to Rosignol, ECD: GRANT (FREE) USD $1,635.000:
UAE: Guyana was granted from International Renewable Energy Agency (IRENA) USD $8: Million GRANT award.
UAE: I actively worked from Kuwait for Guyana to receive for attendance at DUBAI World Expo, October 20, 2021, to April 10, 2022. DUBAI to provide US $1.5 Million GRANT to cover the costs for the Guyana Pavilion, Officials Airfares and Accommodations and EXPO for 173 Days, by over 200 Countries, with 25 Million Visitors expected.
The March 10, 2023, announcement for the SAUDI ARABIA-IRAN Agreement is very comprehensive for all the Arab Countries with respect to their Sovereignty and will patch up a seven-year split by reviving a security cooperation pact, reopening of both Embassies within two months, and resuming trade, investment, and cultural accords. New beginnings for UMMA Unity, Global stability and well-being for all, Insha Allah.
