“…imagine your hospital records, banking records, anywhere you use your credit cards, your education records, your legal and criminal justice records, your GECOM registration information, anywhere you show an ID…associated with one number and now can be easily pulled to ascertain a complete profile of any citizen of Guyana…Is that a good idea?” – UK Security Expert
Veridos, a UAE-based company, has signed an agreement with the Government of Guyana to implement a national ID card system. This new system is expected to bring significant benefits, such as improved security, efficient public services, better border control, and access to financial services. However, there are also concerns about privacy risks associated with the system’s implementation.
Although the US has already implemented digital ID systems, to protect citizens’ data, it has enacted strict laws such as the Gramm-Leach-Bliley Act (GLBA) and the Health Insurance Portability and Accountability Act (HIPAA). In contrast, Guyana lacks comparable legislative safeguards against the misuse and breach of its centralized and easily accessible data.
President Irfaan Ali expressed his enthusiasm for the project, noting that the Veridos national ID card system would enable the issuance of work permits and resident identification, promote e-governance, and enhance business productivity and government service delivery. This system is also compliant with ISO standards and recognized by the International Civil Aviation Organization for international travel, making it one of the most technologically advanced electronic identification systems globally.
However, concerns about privacy and unauthorized access to collected data persist, therefore, it is crucial to pass data protection legislation before implementing a national digital ID system in Guyana.
Despite these risks, President Ali stressed that the benefits of the Veridos national ID card system outweigh the drawbacks. He emphasized the importance of advancing technological transformation and positioning Guyana to be among the countries ready for the new digital age. The ID cards will facilitate the provision of e-government and other services and promote the identity of one citizen with one identity.
