Gifts to Guyana’s Presidents and Race Relations in Guyana

Kuwait 2nd anniversary of the AMIR’s ASSUMPTION of office; ARAB “ Bisht” added to UNESCO’s Arab Cultural Heritage list; and TOP 10 Countries with their HIGHEST number of AIRPORTS.

A tape arrived at my WhatsApp with an interview done with 2nd VP Bharrat Jagdeo, who said:

  1. “PPP Spilt in 1955 was not on racial grounds but was HE Hon LFS Burnham’s desire for a leadership position. Agreed, 100% Hon. LFSB, was not a racist.
  2. “Committee 303 stated that HE Linden Forbes Sampson Burnham, asked for USD $10,000: monthly, and 1969 received USD $5,000: monthly through 1971 and this is public knowledge.

We all know of the Monroe Doctrine, Truman Doctrine and the geopolitics with the USA’s pursuance of interest in place of friends, especially in our Western Hemisphere. Neither Burnham nor Dr. Cheddi were racists. They were Nationalists who fought for the Independence of Guyana. They had differing ideological leaning.  A pity the British, Americans, and the White West divided these two great leaders. We need to put the blame on the British and Americans for our current racial, situation, with their geopolitics desires, for divide and rule.

Countries’ Presidents on state visits to rich nations, do receive gifts and at times cash, which is the Standard Operating Practice. In the USA, these gifts are reported and deposited in the National Archives, some are for personal use, and these remain with the recipient.

Guyana’s Past Presidents made many State & Official visits to UK, USA, Kuwait, Saudi Arabia, Africa, et al, and there is no public announcement of the gifts or cash received, Why? HE LFSB USA’s $5,000: monthly is in the Public Record, and now being berated by past President Jagdeo.

Guyana’s living past Presidents are Sam Hinds (1997), Bharrat Jagdeo (1999-2011), Donald Ramotar (2011-2015), David Granger (2015-2020), and current President Dr. Irfaan Ali (2020- ), who made many trips to very rich Dubai were GCC countries are known for very lavish gifts to Heads of States, when they visit. Past President Bharrat Jagdeo made a 2010 State visit to very rich Kuwait.

Past and current Presidents should and must declare, the gifts and cash they receive for transparency, balance, and accountability. Is President Jagdeo’s CIOG selection to Kuwait as Foreign Service Office, FSO 111, his “point person” for business in Kuwait in 2014?  Inquiring minds are asking?

At a Globespan Programme, co-moderator Professor Dr. Euclid Rose asked Ambassador Dr. Shamir, about the USD $900 Million Credit and Grant, from the Islamic Development Bank 2018-2022 and the USD $50.7 Million Debt Write Off from Kuwait.  Ambassador Dr. Shamir, explained the meeting conversations with His Highness and the request for Kuwait Debt Relief.  His Highness asked Ambassador Dr. Shamir, three times on, what about the Airlines? The Airlines? The Airlines? and mentioned the names of President Jagdeo and Presidential Envoy Hallaq, who has a Guyana Diplomatic Passport and owns an aircraft, and am told is known to Presidents Jagans, Jagdeo, Ramotar, and Ali.

Dr Shamir replied, three Times, Your Highness No Airlines in Guyana, No Airlines in Guyana, No Airlines in Guyana, and the Guyana Airways Corporation was Bankrupt since June 1999.    President Jagdeo will know more why the Airlines question and should inform the nation as he berated publicly in the interview, HE President Burnham on the USD $5,000: from the US Government, which was given to assist, to ensure that NO PPP Communist Government was elected in Guyana, after Cuba, in the Western Hemisphere.

June 14, 2014, President Jagdeo on his way to South Africa for a Conference, interviewed Dr. Shamir as a Candidate for Ambassador to Kuwait, for 127 minutes at the Hibiscus Restaurant, Richmond Hill, New York, in the presence of a Prominent New York Attorney at Law, and a PPP person who currently serves in Guyana’s New York Consul General’s Office.  President Jagdeo, said, “he personally selected a person in 2014 from CIOG to go to Kuwait as the First Secretary and when 1st. Ambassador to Kuwait Dr. Mohamed Ali Odeen Ishmael, CCH, resigned In June 2014 for health reasons, the CIOG person will manage the Embassy.”

Ambassador Dr. Ishmael told Dr. Shamir on December 1, 2017, that he was fired (an in confidence told Dr. Shamir the reason) and he departed Kuwait in 2014. He wrote on July 5, 2016, to Charge d’ Affaires for Final Payment of USD $2,157.50 for shipment of his personal items from Kuwait to Ocala, Florida, with no response.

Ambassador Dr. Shamir was shocked by the phone call and email with supporting details on December 1, 2017, and Dr. Shamir gave Dr. Ishmael a guarantee that he will be paid within one month. On December 21, 2017, a Wire Transfer in full, was sent within 20 days after his wait for 3 years, 2014 to 2017. Very sad end of tenure treatment to the first Ambassador to Kuwait, Ambassador Dr. Ishmael, loved to write and spent lots of time writing articles and books, from his years of Diplomatic Services in Venezuela, Washington and Kuwait.

PPPC Racism and 3Fs Continuation in India with Oil Experts to GUYANA?

Last week media announcement of Oil Experts to be recruited from India., with 3Fs, Families, Friends, and Favorites, Why did the businesspersons not travel on a separate  trip to meet the Indian business persons?, in place of with the Presidential Delegation?

The group picture is with 16 East Indians and 2 African Guyanese to India, when Guyana is a racially divided nation, the smart leaders should know about optics, appearances, and balance.

What about oil experts from Africa?  The top oil-producing countries of the world are in the Middle East, Asia, and North America, and these regions are most associated with oil production, and the 10 African who produce significant amounts of oil each year, are Nigeria, Angola, Republic of Congo, Equatorial Guinea, Gabon, South Sudan, Sudan, Ghana, Chad, And Cameroon.
