The Guyana Elections Commission (GECOM), in the 2020 General and Regional Elections, declared the People’s Progressive Party/Civic (PPP/C) winner of Region Three. According to observers when the PPP/C focuses on development in areas they have not won the distribution of inequity can be seen. Observers referenced budgetary allocations and attention to non-PPP regions, local authorities and villages; and the COVID-19 and other cash grants as evidence.

The government has announced thousands of residents from six low-income communities in Region Three will soon benefit from street light installation under the Adequate Housing and Urban Accessibility Programme (AHUAP).

The AHUAP, which is being executed by the Ministry of Housing and Water through the Central Housing and Planning Authority (CHPA), is reportedly designed to enhance the quality of life for low-income populations through better access to housing, infrastructure and improved accessibility and mobility.

The AHUAP programme is being funded by the Inter-American Development Bank (IDB). The loan will be repaid from citizens’ taxes.

The contract was awarded to N. Balgobin & Sons Contracting Services & Electrical Supplies and has been divided into two lots.  The communities identified to receive the streetlights are Schoonord, La Parfaite Harmonie, Westminster, Onderneeming, Recht Door Zee and Lust-en-Rust.

62 street lights are to be installed at Lot One at a value of more than $12 million ($12,671,360). And 60 street lights are to be installed at Lot Two at a value of more than $12 million ($12,530,000). The project has a 120-day timeline for completion.
