By Mark DaCosta- The Office of the Director of Public Prosecutions (DPP) has informed an attorney that it does not hold the file concerning a rape allegation against Deputy Commissioner of Police Fizal Karimbaksh, according to correspondence published by Big Smith News Watch. Village Voice News has not independently verified that report or the letter. The allegations against Mr. Karimbaksh remain entirely unproven, and he is presumed innocent unless and until a court decides otherwise.
According to the Big Smith News Watch report, published on Friday, 6th November, 2026, the complainant, a senior female police officer, has retained legal representation. The outlet published a letter dated 3rd November, 2026, from the Chambers of the Director of Public Prosecutions to attorney Yashobu Parks of Dexter Todd & Associates. Replying to Ms. Parks’s letter of 29th October, the DPP’s Chambers wrote: “we do not have this file.” The letter gives no explanation and does not state where the file is currently located, nor does it state that the file is lost.
Big Smith News Watch reported that the file was completed approximately three weeks ago and that over 40 days have elapsed since the matter arose. It also reported that the Guyana Police Force has not commented publicly, and that Karimbaksh has vacated his official quarters at Eve Leary but remains at work. The outlet stated it could not confirm an allegation that he has moved belongings into his office at the SOCU compound. Village Voice News has not confirmed any of these claims.
Some members of the public have speculated that the letter might imply that the file is missing. That speculation has not been confirmed by any official source, and the Police Force and the DPP’s Chambers have not publicly explained the file’s whereabouts. Village Voice News does not endorse this speculation and makes no finding on the matter.

The allegations became public in late September. Home Affairs Minister Oneidge Walrond announced on 8th October that an official investigation had begun into allegations of rape and threatening behavior against the Deputy Commissioner. The Guyana Police Force confirmed that he had been sent on leave pending the outcome of that investigation. Kaieteur News later reported, citing unnamed sources, that police had completed their inquiries, recommended a charge, and sent the file to the DPP’s Chambers for advice. That account has not been officially confirmed. Kaieteur News also reported that, as of the date of its report, the file had not been returned to the police.
Karimbaksh has denied wrongdoing. HGPTV reported that a recording attributed to him has circulated, and that, through his legal counsel, he has denied the allegations and maintains that the recording is an AI-generated fabrication. Village Voice News has not authenticated the recording and draws no conclusion about it. Transparency International Guyana has called for an independent investigation by persons outside the Deputy Commissioner’s authority and influence.
At an APNU news conference on 6th November, this publication asked Dr. Dexter Todd whether he could confirm that the case file could not be located, as the Big Smith News Watch report apparently may have implied. Dr. Todd declined to say so, noting that he was not directly involved in the matter and would not state that the file was missing.
If documentation were ever to go missing in any police investigation, it would be a serious concern. Such a scenario can affect the timeliness and integrity of the process for everyone involved, including the complainant and the accused. Whether this file is misplaced, was never transmitted, or is simply held elsewhere is not established by any information available to us. Those questions can only be answered authoritatively by the Guyana Police Force and the DPP’s Chambers.
Village Voice News has invited, and will carry in full, any response from Karimbaksh, the Guyana Police Force, the DPP’s Chambers, or the complainant’s legal representatives. Anyone with information relevant to this report, including corrections, is invited to contact this newsroom. We will continue to follow the matter diligently and fairly report developments as they emerge.
