Residents of 23 communities selected for the Government’s ‘Model Village Initiative’ are set to receive greater access to business financing, with the Guyana Development Bank (GDB) expected to visit communities after consultations to outline lending opportunities and help residents develop businesses.
The programme, however, is drawing attention to the political geography of the communities selected. Several of the targeted areas are located in Regions Two and Six, which have traditionally been strongholds of the People’s Progressive Party (PPP).
The Government says the initiative is intended to combine infrastructure improvements with economic opportunities, rather than simply upgrading roads, drainage and public spaces.
Minister within the Ministry of Housing Vanessa Benn said the GDB is expected to return to each community following consultations.
“At every consultation that we have held across the 23 villages, the president made the commitment that within the two-week period immediately after each consultation, let’s say two weeks to a month, that the representatives of the Guyana Development Bank will return to these respective villages and detail the opportunities that will come through the bank and how they can benefit,” Benn said on the Starting Point podcast.
The Model Village Initiative is organised around four pillars — connectivity, community, commerce and care — with the stated objective of improving both living conditions and residents’ ability to generate income.
In Supenaam, for example, residents have identified poultry production as an area with growth potential. Farmers could be organised into clusters, allowing smaller producers to pool resources, expand operations and potentially access financing.
The Government argues that better roads, markets, lighting and drainage can also make communities more attractive to businesses and consumers while increasing property values.
The programme covers communities across Regions Two to Six, with assessments conducted to identify infrastructure needs and determine where remedial and larger-scale works are required.
Some of the initial work has already begun, while broader upgrades are being coordinated among ministries and state agencies.
The emphasis on financing marks an attempt to move beyond the traditional model of government-funded infrastructure projects. Rather than leaving communities with improved physical assets alone, the Government says it wants residents to use those improvements as a platform for creating businesses and employment.
But the political context surrounding the programme is difficult to ignore.
Regions Two and Six have long been regarded as core PPP electoral territory, making the concentration of Model Village communities in those areas a point that will likely attract scrutiny over whether public development programmes are being distributed according to need, political considerations or a combination of factors.
The Government has not said that political affiliation played any role in selecting the communities.
Benn has instead stressed the economic purpose of the initiative, arguing that infrastructure must be matched by access to capital and opportunities that allow residents to benefit directly from development.
The involvement of GDB could provide small farmers, vendors and community-based businesses with access to financing for equipment, expansion and increased production. Whether that translates into durable employment and higher household incomes will depend on the terms of the financing, the viability of the businesses and the technical support provided to applicants.
The initiative is therefore being presented as a test of whether public investment can move beyond physical transformation and generate local economic power.
For communities in Regions Two and Six, where the Government already enjoys deep political support, that raises an additional question — will the Model Village Initiative become a lasting development programme based on measurable economic need, or another government project whose political geography is as significant as its economic objectives?
