Financial pressures among ranks of the Guyana Fire Service are being examined as a potential workforce-readiness issue, with Outliers Zone Caribbean calling for a structured assessment to determine whether financial stress is affecting fatigue, attendance and job performance.

The organisation held discussions on August 27 with senior Guyana Fire Service officials, including Acting Deputy Chief Fire Officer Haimchandra Persaud and Acting Senior Welfare Officer/Social Worker Simonica Cooper, at the Fire Service Boardroom.

The meeting focused on the financial pressures facing firefighters and the possible impact of those pressures on operational readiness.

Firefighters are routinely required to make critical decisions while responding to emergencies, often in dangerous and physically demanding conditions. Outliers Zone Caribbean said maintaining focus, judgement and physical readiness is therefore essential to the service.

According to the organisation, some junior ranks have taken on additional employment during their 48-hour periods off duty to supplement their income. It said that, in some instances, personnel may return to duty fatigued, be absent or report sick, potentially affecting their ability to perform effectively.

Outliers Zone Caribbean stressed that these observations require evidence rather than assumptions and is proposing a Baseline Financial Readiness Assessment involving approximately 100 to 120 ranks drawn from different levels and operational areas of the Fire Service.

The assessment would examine financial stressors, behaviours and vulnerability indicators and determine whether they are affecting workforce readiness. An aggregated leadership report would then be presented to assist the Fire Service in developing an appropriate response.

“Before prescribing a solution, we need to thoroughly understand the problem. If ranks are taking additional jobs because of financial pressures, we need to understand what is driving that behaviour, how widespread it is and how it may be affecting both the individual and the organisation,” said Outliers Zone Caribbean CEO and Architect of Operational Financial Readiness™, Athalyah Yisrael.

The proposed assessment would form the entry point to the organisation’s 12-month Operational Financial Readiness™ Annual Licensing Solution, which is designed to provide ongoing support rather than a one-time financial literacy intervention.

Under the proposed programme, ranks would receive assistance in developing structured financial systems and personalised Five-Year Financial Security Roadmaps covering income management, savings, investment, retirement planning and long-term financial security.

Yisrael said the issue should be viewed as both a personal and institutional concern.

“Financial preparedness is not simply a personal finance matter. Our disciplined services depend on men and women who must remain focused, resilient and prepared to perform. When financial pressures begin affecting fatigue, attendance, concentration or performance, leadership has an institutional reason to understand what is happening and respond sustainably.”

The Fire Service engagement is part of a wider initiative by Outliers Zone Caribbean to introduce its financial-readiness approach across Guyana’s disciplined services.

The organisation said it met with Minister of Home Affairs Oneidge Walrond in June 2026, followed by engagements with Police Commissioner Clifton Hicken, the Guyana Police Force, Director of Prisons Nicklon Elliot, the Guyana Prison Service and Guyana Defence Force leadership.

It said approximately 100 police officers have received an introductory financial-readiness session, while two sessions have also been held with prison officers.

Yisrael said the objective is to build systems that help personnel strengthen their finances without compromising their primary responsibilities.

“Our vision is not to conduct another financial literacy session and leave. We are seeking to partner with the leadership of the disciplined services to build institutional systems that allow leadership to assess, equip, reinforce and measure financial readiness over time.”

She added:

“A sustainable response must be holistic. It should help ranks better manage and multiply the income they already earn, understand lawful opportunities available to strengthen their income without compromising their primary responsibilities, and establish a pathway towards long-term financial security and retirement preparedness.”

Outliers Zone Caribbean said it has worked with more than 43 organisations since 2018, with more than 3,500 employees benefiting from its financial-management education and financial-security systems.

The proposed Fire Service assessment now places financial wellbeing alongside physical and operational readiness as an issue leadership may need to examine more closely.
