Government’s push to transform Region Three into an industrial hub powered by the Wales Gas-to-Energy (GTE) project is now facing deeper scrutiny, as plans for a massive artificial intelligence (AI) data centre expose another critical pressure point: water.
While officials continue to promote the GTE project as a catalyst for development, little has been said about the significant water demands that will accompany one of its flagship investments—a proposed 100-megawatt AI data centre to be developed under a 2025 Memorandum of Understanding with U.S.-based Cerebras Systems.
At a recent regional engagement, Senior Petroleum Coordinator Bobby Gossai Jr. confirmed that the data centre will be part of a broader industrial buildout, alongside a fertiliser plant and a gas bottling facility—all powered by natural gas from the Stabroek Block.
But beyond the headline announcements lies a fundamental question: can Guyana support such resource-intensive infrastructure without worsening existing deficiencies?
A Digital Dream Built on Physical Resources
Data centres are often framed as clean, high-tech investments. In reality, they are heavy industrial consumers of both electricity and water.
While the government has focused heavily on the 300-megawatt energy supply from the GTE project, experts note that cooling systems in large-scale data centres depend heavily on water. These facilities use water in cooling towers and chilled systems to regulate the intense heat generated by servers—particularly in AI-focused operations, which are among the most energy- and water-intensive.
Globally, large data centres consume millions of gallons of water annually.
In Guyana’s case, the implications are stark.
Competing with Communities
Across the country, citizens continue to face chronic issues with water access, electricity reliability, and basic infrastructure. Entire communities routinely experience days without potable water, while others rely on inconsistent supply systems.
Against that backdrop, the introduction of a water-dependent industrial facility raises concerns about resource allocation.
The question is no longer just whether Guyana can power a data centre—but whether it can cool it, without diverting resources from households already struggling to meet basic needs.
Development Without Disclosure
The government has yet to publicly outline how water demands for the data centre and associated industries will be met. There has been no detailed disclosure of:
- Projected water consumption
- Impact on local water systems
- Environmental safeguards
- Infrastructure upgrades required to support demand
This silence mirrors broader concerns about the GTE project itself, which has seen escalating costs—from an initial estimate of under US$1 billion to figures approaching US$2 billion—without corresponding clarity on long-term sustainability.
Industrial Expansion, Public Strain
The planned fertiliser plant and gas bottling facility will further compound pressure on utilities. These are not standalone developments—they are part of a clustered industrial ecosystem that will draw heavily on national resources.
Yet, even as government accelerates these projects, basic services remain unreliable for many Guyanese.
Water shortages, blackouts, and inadequate infrastructure continue to define daily life in several regions—raising the question of whether development is being pursued ahead of capacity.
A Familiar Pattern
The Wales project is being positioned as transformative. But the model is becoming familiar: large-scale investments announced with ambitious projections, while critical supporting systems—water, electricity distribution, transport networks—lag behind.
In this case, the contradiction is particularly sharp.
A country still struggling to provide consistent water to its population is now preparing to host one of the most water-dependent forms of modern infrastructure.
The Real Test of Development
If Guyana is to transition into a digital and industrial economy, the success of that transformation will not be measured by the scale of its projects, but by how sustainably they are integrated into national life.
A data centre cannot function on electricity alone. It requires water—reliable, abundant, and continuous.
And until the government demonstrates how it will meet that demand without deepening existing inequalities, the vision for Wales risks being less a symbol of progress and more a test of priorities.
