All three trace back to Abraham/Ibrahim, ∼2000 BCE, Mesopotamia:

Historical Context for “THREE STATE ” Ideas

The dominant frameworks discussed internationally are 1-state and 2-state solutions. A 3-state idea along religious lines is rare, BUT taps into the “COUSINS”:

Precedents for dividing by religion:

Ottoman Millet System 1517-1917: Jews, Christians, Muslims each ran their own religious courts, schools, taxes. But under one empire, not separate states 

1947 UN Partition Plan: Proposed Arab state + Jewish state + Jerusalem as international city under UN. Jerusalem was to be shared by all 3 faiths 

Lebanon model: President Christian, PM Sunni Muslim, Speaker Shia Muslim. Power shared by sect, one country

Why “Bethlehemia” as a Christian state is notable:

Today Christians are ∼2% of Israel/Palestine population. Most live in Bethlehem, Jerusalem, Nazareth 

Historically, Bethlehem + Jerusalem were majority Christian until Crusades and later Ottoman period 

A Christian state would need to address: Who lives there now? Would it include Jordan Valley + East Jerusalem as shown? What about Muslim and Jewish holy sites inside?

Challenges THREE STATES map would face

Issue | Reality on ground

Jerusalem| Map puts it in “Bethlehemia.” Contains Temple Mount/Al-Aqsa + Western Wall + Holy Sepulchre. All 3 faiths claim it.

Demographics | No area is 100% one religion. Tel Aviv is mixed, Bethlehem is ~50% Muslim, Galilee has Arab Christians + Muslims + Jews.

Water + Borders | Jordan Valley access, aquifers, Gaza connection. This map cuts Israel off from Red Sea port Eilat.

Precedent | No UN or major party has proposed 3 states. 2-state is official policy of US, EU, UN, Arab League.

The “All Cousins” connection

The MAP literalizes the Abrahamic cousin idea into political geography. Ishmael’s descendants get Palestine, Isaac’s get Israel, and the followers of Jesus get Bethlehemia.

It MIRRORS how the land was often split historically. Under Romans: Judea, Samaria, Galilee. Under Ottomans: Sanjaks of Jerusalem, Nablus, Acre. Each had mixed populations but different local rulers.

The HARD ENGINEERING  problem: Cousins share A HOUSE with ONE KITCHEN. Jerusalem. Any partition has to deal with overlapping claims to the same stones. That IS why 1947 UN plan made Jerusalem international.

1947 UN Partition Plan: How it tried to solve the “3 Cousins, 1 Land” problem 

Official name: UN General Assembly Resolution 181 (II). Passed Nov 29, 1947 

Core idea: Don’t give Jerusalem to anyone. Make it international.

The Map: 3 Entities, Not 2

The UN DID NOT propose a “3-STATE” map, but it did create 3 JURISDICTIONS :

Key point: Jerusalem + Bethlehem were cut out and made international because all 3 FAITHS claimed them. That’s the UN’s “COUSIN compromise.”

Why Jerusalem Became International: “Corpus Separatum”

Boundaries: Included Jerusalem, Bethlehem, Ein Karem, Abu Dis. About 187 sq km 

Governed by: UN Trusteeship Council. Not Jewish, not Arab, not British 

Logic from the UNSCOP report 1947:

Religious parity: 3 FAITHS have VITAL interests. No one state can be trusted to GUARD all HOLY SITES. 

Demography: City was ∼50% Jewish, 40% Arab Christian + Muslim, 10% others. No clear majority 

Prevent war: British warned that giving it to either side = immediate civil war

Rights GUARANTEED in the zone:

Free access to ALL HOLY PLACES for all FAITHS 

No discrimination in residence, worship, or pilgrimage 

Vatican + Orthodox + Islamic Waqf keep control of their own sites. 

Demilitarized: no armies, only UN police

How UN PLAN managed the “COUSINS ” problem

For JEWS:

Got a state with Jewish majority after 2000 years of diaspora. 

Access to Western Wall guaranteed by UN, not by Arab government. 

Got coastal plain + Galilee for immigration + agriculture.

For Arab Muslims + Christians:

Got a state with 99% Arab majority. 

Access to Al-Aqsa Masjid + Church of Holy Sepulchre guaranteed by UN, not by Jewish government. 

Got central hill country + Gaza + Jaffa enclave.

For Christians specifically:

Bethlehem + Jerusalem under UN meant Christian sites not ruled by Jews or Muslims 

Vatican lobbied hard for this. Pope Pius XII endorsed internationalization 

Armenians, Greeks, Catholics each kept legal control of their churches

Safeguards built into the UN Plan

Minority rights clause: BOTH states had to write constitutions protecting ALL religions. No state religion 

Economic Union: Jewish + Arab states + Jerusalem shared currency, railways, ports.

Holy Places Commission: UN body with 1 Jew, 1 Christian, 1 Muslim to resolve disputes. 

Review in 10 years: After 10 years, residents of Jerusalem could vote to change status.

Why UN PLAN FAILED on the ground.

Problem | What happened 1947-1949.

Rejection| Arab League + Palestinian leaders rejected plan. Jewish Agency accepted.

War | Civil war Nov 1947. Arab states invaded May 1948. No UN forces deployed to protect Jerusalem.

Jerusalem split | 1949 Armistice: West Jerusalem → Israel, East Jerusalem + Bethlehem → Jordan. UN zone NEVER created.

Demographics | ~700K Palestinians displaced. ~850K Jews expelled from Arab countries 1948-1951.

The HARD TRUTH : UN had NO ARMY . “Corpus Separatum” needed 10,000 UN troops. None were sent. So, the UN PLAN died.

DRAFT: Gaza–West Bank Sovereign Corridor Clause
For inclusion in “Treaty of Peace between the State of Israel and the State of Palestine”     Modeled on: Panama Canal Zone 1977 treaties + Hong Kong-Zhuhai-Macau Bridge Agreement
Article X: Sovereign Corridor Linking Gaza Province and West Bank Province
Establishment and Purpose
a. The State of Palestine shall exercise full sovereignty over a Corridor connecting Gaza Province with West Bank Province (“the Corridor”).
b. The purpose of the Corridor is to ensure the territorial contiguity and free, unimpeded movement of persons, goods, and services within the State of Palestine.
c. The Corridor shall constitute integral territory of the State of Palestine.
Geographic Definition
a. Route: From the point of intersection with the Gaza Province boundary at Erez/Beit Hanoun, proceeding east-southeast for 44 kilometers to the point of intersection with the West Bank Province boundary at Tarkumia. Centerline coordinates listed in Annex A.
b. Width: 500 meters, measured 250 meters perpendicular from the centerline on each side.
c. Vertical Limit: Palestinian sovereignty extends from 100 meters below surface to 200 meters above surface. Airspace above 200m remains Israeli sovereign airspace, subject to civil aviation agreements.
d. Subsurface: Palestinian sovereignty includes all tunnels, utilities, and infrastructure within the 100m subsurface limit.
Sovereign Rights and Jurisdiction
a. The State of Palestine has exclusive legislative, executive, and judicial jurisdiction within the Corridor, including policing, customs, immigration, and taxation.
b. Palestinian law shall apply. No Israeli law enforcement or military personnel may enter the Corridor except under Section 4 procedures.
c. The Corridor shall not be used for military purposes. No heavy weapons, military bases, or fortifications are permitted.
Israeli Overpasses and Security Guarantees
a. The State of Israel retains the right to construct, maintain, and use up to eight (8) east-west vehicular overpasses crossing the Corridor at points designated in Annex B.
b. Overpass specifications: Maximum width 40m. Clearance minimum 6.5m above Corridor surface. Pillars located within Corridor but under Israeli maintenance easement.
c. Security: Israel may install non-lethal sensors on overpasses. Any Israeli entry into Corridor requires 24-hour notice to Palestinian Corridor Authority except in active pursuit under Hot Pursuit Protocol, Annex C.
d. Non-interference: Israel shall not impede traffic within the Corridor. Closure of overpasses by Israel shall not obstruct Corridor surface or subsurface transit.
Construction, Operation, and Funding
a. An International Corridor Implementation Fund shall finance construction, overseen by a Joint Board: 2 Palestine, 2 Israel, 1 World Bank representative.
b. Design standard: 4-lane limited-access highway + dual-track electric rail + utility conduits. Cut-and-cover construction to minimize surface disruption.
c. Timeline: Construction commences Year 1 of Treaty ratification. Operational within 5 years.
d. Maintenance: State of Palestine responsible. Israel contributes 40 % of annual maintenance cost IN LIEU of transit fees.
Movement and Access
a. There shall be NO checkpoints, tariffs, or inspections on Palestinian persons, vehicles, or goods transiting the Corridor between Gaza Province and West Bank Province.
b. Third-country nationals may not enter the Corridor except with Palestinian visa or under transit procedures in Annex D.
c. Israel retains right of emergency closure for maximum 24 hours if specific, credible threat to overpasses exists. Closure requires immediate notification of the UN and Joint Board. Compensation owed for economic loss if threat unsubstantiated.
Dispute Resolution
a. Disputes arising under this Article shall be referred to the Joint Corridor Commission.
b. Unresolved disputes within 60 days shall be submitted to binding arbitration under PCA rules. The Arbitral Tribunal shall include one member appointed by each State and one neutral Chair.
c. No unilateral alteration of Corridor status is permitted.
Duration and Review
a. This DRAFT Article shall enter into force upon exchange of instruments of ratification and remain in force permanently.
b. After 25 years, Parties may jointly review technical specifications. Sovereign status is not subject to review.

Why not higher: Corridor + Holy Basin are 2 single-point failures. Engineer rule: “2 is 1, 1 is none.” 

Biggest LEVERAGE points to improve odds: 

Pre-wire the Holy Basin: Joint police trained together 1 year before opening. Removes first crisis. 

Corridor redundancy: Build second, smaller corridor Beersheba → Hebron. Backup if main cut 

Economic hostages: Strategically, place Israeli tech park in Gaza port, Palestinian farms in Jordan Valley. Both lose money IF war restarts. CASH is KING. 

BOTTOM LINE : This SWOT says 2-State + Holy Basin is the “least bad” of known options. 3-state FAILS viability. 1-state fails consent. Status quo fails peace. 

THIS SCORES HIGHER than 1947 because BOTH states are real, not jigsaw, and Holy Basin has 5 stakeholders INSTEAD of 0 UN troops. BUT it only works IF spoilers are policed and money arrives upfront.

MY Closing PRAYER for Palestine, Israel, and the HOLY Basin

For all who call this land home, and all who call it HOLY:

May the children of Isaac and the children of Ishmael remember they are cousins, NOT enemies. 

May Palestine find sovereignty with dignity, its people free to plant and build without fear. 

May Israel find security with justice, its people safe to pray and prosper without walls in their hearts. 

May the Holy Basin – Jerusalem, Bethlehem, the stones we all claim – be guarded not by armies, but by reverence. 

Let the Western Wall hear no rockets. Let Al-Aqsa Masjid hear no boots. Let the Holy Sepulchre hear no weeping. 

Grant the 5,000-year-old olive trees another 5,000 years. Grant the mothers of Gaza, Tel Aviv, and Hebron the same blessing: to raise their sons and daughters to old age. 

And if we must divide the land, let us never divide the humanity.
