The Residents of Subryanville were informed by the Town Clerk that the Mayor & City Council of Georgetown (M&CC) made a decision to permit Judy Ann Sugrim and/or David Sugrim to operate Mae’s Schools in Farnum’s Playing Field until December 2026. When asked for evidence of this decision we were informed that it was not presently available at the Statutory Meeting at Kitty Market on 27 October 2025. However, Stabroek News reported they were able to see a copy on the same date. The Town Clerk undertook to send that decision and along with previously requested minutes of Statutory Meetings held on 24 March, 8 September, 15 September 2025 along with that of the Civil Works Committee on 10 September 2025 with great urgency. From the Stabroek News article it was learnt that a MOU was signed with some residents including the neighbours of Mae’s School.

It is currently a mystery with which legal entity the M&CC entered into the alleged MOU. The Registrar of Commerce informed on 25 September 2025 that “Business Registration Number 240986 was not renewed at the Commercial Registry. Consequently, due to this non-renewal, the business registered under the name “Mae’s Schools” has been officially struck off the Business Names Register.” On 27 October 2025 the Town Clerk, Deputy Town Clerk and City Engineer were informed by the sharing of the entirety of the letter from The Registrars of Commerce by the Residents of Subryanville.

Transport for lots 9, 19 & 29 Third Avenue are not in the name of Judy Sugrim nor David Sugrim, notwithstanding that since 1 February 2025, that is, almost 9 months, the conveyance was advertised to be passed in their names. The transports remain in the names Lennox French and Mayfield French.

M&CC has never met with the residents for the purpose of discussing the matter. However, the residents of Subryanville represented by a committee have been engaging with the M&CC from in or around 1 September 2025 making enquiries and requesting documents. To date, the M&CCC have refused to provide the above requested documents. The Residents have also not seen a copy of any MOU and are therefore not a signatory to the alleged MOU.

On what legal basis was permission to occupy Farnum’s Playing Field given to Judy Ann Sugrim and/or David Sugrim?

The Residents of Subryanville have written to the political arm of M&CC and also to the administrative arm of M&CC requesting a copy of the decision to permit and a copy of the alleged MOU.
