By Mark DaCosta- he Alliance for Change (AFC) has pledged a new era of transparency in our nation’s burgeoning oil and gas industry, recognising that the wealth of our natural resources rightfully belongs to the citizens of our homeland. With growing concern over how resource management has previously been handled, this initiative aims to foster open communication and increased public awareness regarding sector operations.
In a bold statement, AFC leaders emphasised their commitment to ensuring that all relevant information concerning oil and gas activities, contracts, and agreements is readily available to the public. The party’s objective is clear: no longer will vital details about our nation’s resources be shrouded in secrecy. As the oil industry transforms our economy, it becomes imperative that the citizens of our country are kept in the loop regarding how these valuable resources are being governed.
To ensure a robust system of accountability, specific measures have been proposed. The official responsible for petroleum matters in our country will be tasked with the responsibility of publishing a comprehensive list of all signed agreements, contracts, and concessions within 120 days of their execution. This commitment extends to any amendments to these agreements, which must also be disclosed within the same timeframe. However, if a party involved in any agreement wishes to keep certain proprietary details confidential, approval from the Minister will be required. Even in such cases, these details will only remain undisclosed for a maximum of 12 months before they must be made public.
The AFC also underscores the importance of retaining ownership and control over critical seismic data. This information will belong to our nation, ensuring that any interested party can access it after application and payment of relevant fees. This move aims to bolster transparency while promoting exploration and investment without leaving the public in the dark about resource management.
In addition to government responsibilities, organisations holding petroleum agreements will be obliged to report regularly on their activities. Every six months, these companies will have to publish details relating to their production processes, any incidents of gas flaring and reinjection, and general seismic survey operations. They will also need to publicly share information about their insurance coverage related to petroleum activities at the time of contract renewal, promoting a culture of accountability.
Furthermore, it has been stipulated that the relevant holders of these agreements must furnish any information requested by the Minister of Petroleum regarding their licensing agreements. This will enhance scrutiny and encourage greater adherence to standards in resource management. The initiative even allows for licensees to be summoned to provide reports to the Parliamentary Committee on Natural Resources, ensuring that they remain directly accountable to the government and, by extension, the citizens.
In addition to these operational commitments, the AFC plans to amend several existing laws and regulations to facilitate greater transparency in the oil and gas sector. Legislative reforms will include updates to key regulations like the Petroleum Activities Act and the Freedom of Information Act, among others. This comprehensive legislative overhaul is aimed not only at updating legal frameworks but also at adapting them to ensure that they better serve the nation’s interests in light of the emerging oil economy.
This initiative comes at a critical juncture for our nation, as the oil and gas sector continues to expand rapidly. It reflects a growing recognition among policymakers that transparency and public accountability are vital for maintaining the trust of the populace.
