THE LACK OF PROFESSIONALISM AND NEGLIGENCE ARE RESPONSIBLE FOR THE DEATH OF JOEL ADAMS

The lack of professionalism and negligence on the part of the Ministry of Youth, Sport and Culture are responsible for the tragic death of 14-year-old Joel Adams. His death has left our community in shock and sorrow.

Joel, who was under state care, lost his life in a programme that has historically been managed by a FINA-certified coach, ensuring adherence to essential safety protocols. The Ministry, in its usual lack of professionalism, replaced the FINA-certified coach with a Ministry of Youth, Sport and Culture approved coach who lacked FINA certification. In replacing the FINA-certified coach the Ministry compromised the integrity of the programme and is fully responsible for the death of Joel.

In addition, there are credible reports which indicate that the programme was conducted without certified lifeguards and swimming coaches. The programme organizers relied on young swimmers and their parents and therefore were very negligent since proper supervision at a learn-to-swim programme necessitates that all officials be pool-ready, dressed appropriately, and actively involved in the pool to guide and supervise participants.

From all accounts, Joel’s death appears to be the result of inadequate supervision and the absence of the required certified personnel. The silence from the Minister of Youth Sport and Culture is deafening for one who talks on all matters, some of which are outside his portfolio.

The responsibility for this tragedy lies with the Minister and his Ministry, since together, they have responsibility for policy, staffing and programme execution. Their ignoring of the advice and expertise of certified coaches and replacing them with non FINA -certified personnel have had catastrophic consequences.

The Minister is called upon to have a thorough investigation and to address the issue of the untimely death of this young Guyanese. Rest in peace, Joel!
