Senior Superintendent Dr. Nicola Kendall recently represented the Guyana Police Force (GPF) at the prestigious International Visitor Leadership Program (IVLP), a flagship professional exchange initiative of the United States Department of State. Her participation placed Guyana among a select group of nations examining modern approaches to policing, accountability, community engagement and institutional reform.

Dr. Kendall, who heads the Strategic Planning and Implementation Unit for Police Reform, joined law enforcement leaders from around the world in a programme designed to foster professional development, international collaboration and the exchange of best practices.

For Guyana, her participation is more than a personal achievement. It reflects the growing recognition that the nation’s police force must continuously evolve to meet modern challenges through innovation, training, partnerships, and international cooperation.

Senior Superintendent Dr Nicola Kendall,

Throughout the programme, participants engaged with American institutions and law enforcement agencies, gaining first-hand exposure to strategies designed to strengthen public confidence while enhancing operational effectiveness.

Dr. Kendall joined representatives from countries spanning every continent, including Australia, Canada, Jamaica, Kenya, Nigeria, Spain, Thailand, Ukraine, and the United Kingdom. The diverse gathering created a unique environment for sharing ideas, experiences, and best practices.

Her participation aligns closely with the Guyana Police Force Strategic Plan 2022–2026 and the ongoing police reform agenda, which seeks to build a more professional, accountable, technologically advanced, and citizen-focused organisation.

At a time when effective policing requires constant adaptation, international engagement of this nature demonstrates that Guyana is committed to learning from global best practices while developing solutions tailored to local realities.

The experience serves as a reminder that investing in people remains one of the most important investments any institution can make. By empowering leaders through education, exposure, and collaboration, the Guyana Police Force is helping to build a stronger foundation for the future—one capable of delivering safer communities, greater public trust, and better service to all Guyanese.
