BUYDG commends Guyana Police Force for prompt action in gas station bombing investigation

Calls for stronger national security, enforcement of the Terrarium Act, and enhanced screening of persons entering Guyana

 The Bartica United Youth Development Group (BUYDG) wishes to applaud and thank the Guyana Police Force (GPF) for its timely and professional response leading to the arrest of the prime suspect and several others allegedly involved in the recent gas station bombing, a deliberate and alarming act of terrorism against the people of Guyana. 

This tragic act must not be taken lightly. Based on video footage, the suspect initially attempted to place the explosive device in a garbage bin located in an area where it would have had greater access to flammable materials(next to the gas pumps), potentially causing far more destruction, injuries, and loss of life. We strongly believe that the female security guard who, acting with vigilance and composure, redirected the suspect to another bin and thereby prevented a much greater tragedy, should be publicly recognised, awarded, and promoted by her employer. Her quick thinking, courage, and judgment undoubtedly saved many lives and deserve national acknowledgment.

BUYDG also commends the driver and other citizens who risked their lives to help those who were injured. Their selfless actions reflect the courage and unity of the Guyanese people in the face of danger.

We recognise that while the Police Force will always face public criticism, as a fair and balanced human rights organisation, BUYDG believes that achievements must be equally highlighted. The Police Force worked tirelessly and professionally across all ranks to ensure the swift arrest of suspects who many feared might have fled the country. We recommend that officers directly involved in this operation receive bonuses, commendations, or promotions for their commitment and bravery. We also commend the reward initiative that encouraged public assistance in this investigation. 

We extend our deepest sympathy to the family of the child who lost her life and wish a full and speedy recovery to all who were injured. We thank His Excellency, the President of Guyana, for his leadership and swift intervention in directing national resources to address this matter. 

Calls for action and national reform 

While we commend the swift police action, this tragedy exposes significant weaknesses in Guyana’s national security systems. BUYDG therefore calls for the following urgent actions: 

  1. Port of entry and territorial security law: Establish a strong Port of Entry and Territorial Security Law to regulate and strengthen surveillance, inspection, and tracking of all persons and cargo entering Guyana by air, sea, and land. This law should close existing gaps, protect national sovereignty, and ensure that Customs, Immigration, and the Coast Guard work together under one unified national border security command. 
  2. Public hearing and accountability: Call for a public hearing or national inquiry into this matter, as provided for under Article 142 of the Constitution of the Cooperative Republic of Guyana, promoting transparency and public participation. 
  3. Mandatory CCTV law: Enact legislation requiring CCTV installation for all businesses as a legal obligation, with footage accessible for security investigations. 
  4. CCTV subsidy and citizen safety: Government should subsidise AI-enabled security cameras so small businesses and households can afford adequate surveillance systems. 
  5. Training for gas station and fire service staff: Implement mandatory emergency and safety training nationwide. Proper training can prevent disasters and save lives.

  1. Forensic and anti-terrorism expertise: Engage international experts in terrorism and bomb forensics and appoint a special prosecutor to ensure evidence preservation and proper case preparation. 
  2. Enhanced border security and immigration screening: Urgently review and upgrade border-control and immigration systems to ensure thorough screening of all non-nationals entering Guyana. 
  3. Background checks and management of foreign nationals: Conduct full investigations on all Venezuelan nationals currently in police custody or prison. Ensure they are not housed together and deport any with confirmed gang affiliations upon sentence completion. 
  4. Extradition of foreign nationals involved: If investigations reveal foreign involvement in this act, BUYDG calls on the Government to request extradition to face trial in Guyana. 

10.Fair trial and human rights: Ensure suspects’ rights to legal counsel and a fair trial are upheld. While BUYDG opposes the death penalty, the State must pursue the current maximum lawful penalty for convictions. 

  1. Upgraded fire and emergency systems: All gas stations and high-risk facilities must upgrade fire safety systems and emergency response capabilities to meet international standards. 

Supplementary Information: Police Statement Highlights 

BUYDG also notes and incorporates key updates from the Guyana Police Force regarding the gas station explosion on October 26, 2025: 

  • Prime Suspect and Arrest: The main suspect, Daniel Alexander Ramirez Peodomo, a Venezuelan national, was apprehended at Vergenoegen Sideline Dam, East Bank Essequibo, during a coordinated operation. Several other persons of interest are assisting with ongoing investigations. 
  • Casualties and Impact: The explosion tragically claimed the life of 6-year-old Soraya Bourne and injured four others. Significant structural damage occurred to the gas station and nearby buildings and vehicles. 
  • Investigation and Coordination: The Special Investigative Task Force, including the Major Crimes Investigation Unit, Criminal Investigations Department Headquarters, Regional Divisions 3, 4A, and 4B, and allied intelligence agencies, led the investigation. This included video-forensic analysis, digital tracking, and data correlation, supported by the Safe City

Command Centre and international partners, including INTERPOL. 

  • Charges and Legal Actions: Evidence is being reviewed to support charges under Sections 309A and 309B of the Criminal Law (Offences) Act, relating to acts of terrorism and conspiracy, with additional charges including murder, attempted murder, arson, and malicious damage under review. 
  • Ongoing Investigation: Police investigations continue to determine the motive, origin, and any wider networks involved. BUYDG encourages public cooperation and vigilance while fully respecting due legal process. 

This incident is a reminder that national security, border integrity, and public preparedness are every citizen’s responsibility. The Bartica United Youth Development Group stands in solidarity with law enforcement, government, and the people of Guyana in defending our country from acts of terrorism and violence. 

We reaffirm our commitment to collaborating with authorities and civil society to strengthen Guyana’s security systems, promote civic vigilance, and ensure that every life lost is honoured through meaningful reform and united national action.
