It is with deep sorrow that the Ministry of Foreign Affairs and International Cooperation announce the passing of Permanent Secretary, Ambassador Elizabeth Harper who died at the age of sixty-seven years old on 13 September 2025.

Since joining the Ministry in 1976, Ambassador Harper dedicated her life to the Foreign Service during which she served with distinction in every position. She will be remembered for her distinguished service, humility, and unwavering commitment to serve her country and the people of Guyana.
