UN Warnings Ignored: Guyana Records New Wave of Extrajudicial Killings

More than a year after the United Nations Human Rights Committee (UNHRC) urged the Government of Guyana to establish a Commission of Inquiry into extrajudicial killings between 2002 and 2006, the People’s Progressive Party/Civic (PPP/C) administration has failed to act.

At its March 2024 review of Guyana’s compliance with the Covenant on Civil and Political Rights, the UNHRC expressed concern over “reports that extrajudicial killings continue to be carried out in the State party, including by the police force.”

In 2025 alone, there have been at least four known cases of police killings:

  • Ronaldo Peters (23): Shot during a police attempt to detain him in Linden.

  • Keon “Dan” Fogenay (32): Shot and killed during protests in Linden.

  • Frederick Williams: Shot by police during a confrontation in Mahaicony.

  • Roger Erwin Pierre: Fatally shot by police in the same January incident.

Under Guyana’s law, the Coroner’s Act requires an investigation into every death caused by law enforcement.

The UNHRC noted with alarm that alleged extrajudicial killings from 2002 to 2006 “have not been adequately investigated and prosecuted, and the perpetrators were not duly sanctioned.” Despite the government’s stated plan in 2018 to establish a Presidential Commission of Inquiry into the killings, “no substantive progress has been made,” the Committee said.

It called on Guyana to ensure that allegations of extrajudicial killings are “promptly, impartially, transparently, and thoroughly investigated; that perpetrators are prosecuted, and, if convicted, penalties commensurate with the gravity of the crimes are handed down; and that full reparation is provided to victims’ families.”

The UN body stressed that the Government of Guyana “should, as a priority, establish the Presidential Commission of Inquiry to investigate alleged extrajudicial killings during the period between 2002 and 2006,” and take “all necessary measures to prevent such extrajudicial killings in the future.” These killings occurred during the Bharrat Jagdeo presidency.

More than a year after that call—and five years into an oil boom that has left the country “awash in cash”—President Irfaan Ali’s administration has still not acted. Critics say this shows not a question of affordability, but “disregard for the UNHRC, human rights, the right to life, and the people of Guyana.”

Some reports estimate the list of victims from past years numbers in the thousands. The Guyana Human Rights Association’s report Ambivalent about Violence: A Report on Fatal Shootings by the Police, 1980–2001 documented 239 killings over 21 years up to the February 2000 jailbreak at the Camp Street Prison.

In addition to the four confirmed in 2025, this publication has included the names of some persons killed extrajudicially and executed in various crimes, and urges the public to help ensure all victims are accounted for.
