Corruption and GOAL Programme

The ongoing corruption scandal surrounding the Guyana Online Academy of Learning (GOAL) programme is the latest in a long string of waste, fraud, and abuse that has come to define the People’s Progressive Party (PPP) government. The very programme that was intended to uplift the nation’s educational system and provide opportunity for its people has, instead, become a hotbed for political cronyism, mismanagement, and gross negligence. This is a betrayal of the highest order.

Taxpayers’ hard-earned money has been funneled into a failed initiative, and its disastrous implementation serves only to further tarnish Guyana’s already battered reputation. The GOAL programme was sold to the Guyanese people as a transformative vehicle for educational and professional development. Instead, it has proven to be a Ponzi scheme, designed not to benefit the nation but to enrich the political allies.

Students who have completed their programmes are learning that their certificates are worthless, leaving them with nothing but broken promises. They have been misled into believing that this programme would provide them with valuable skills and credentials—only to find it is not necessarily so.

The Minister of Education, Priya Manickchand, stands at the center of this scandal. She is responsible for Guyana’s education policy and direction. Her failure to provide basic oversight and due diligence in the administration of the GOAL programme is unforgivable. The Minister must be held accountable for this egregious failure. And right behind her is Professor Jacob Opadeyi , Director of the GOAL Programme.

The people of Guyana deserve better than a government that treats their hard-earned money as if it were its own personal slush fund. This scandal is not an isolated incident. It is part of a broader pattern of corruption, mismanagement, and inefficiency that has plagued the PPP government for years.

Transparency International’s latest Corruption Index makes it clear that Guyana is in freefall when it comes to corruption. The index highlights the fact that corruption is getting worse under the PPP administration, with no sign of any meaningful effort to combat it.

The PPP has failed to act on the growing concerns of its citizens and international watchdogs. Instead, it has turned a blind eye to its own rampant corruption, allowing political allies to benefit from the public coffers.

The poor education delivery in Guyana compared to other Latin American and Caribbean nations further exacerbates the problem. While neighboring countries are making strides in improving their educational systems and outcomes, Guyana continues to lag behind. The government has failed to address the root causes of this stagnation, opting instead to engage in wasteful spending and political patronage.

Enough is enough. The time for apologies and empty promises is over. The GOAL programme has been exposed for what it truly is: a government-sanctioned kickback scheme that has done nothing but rob the people of Guyana. The government must face consequences for this monumental failure.

It is time for heads to roll, those responsible to be held accountable. The stain on Guyana’s reputation cannot be ignored any longer.
