The 342 pages Book in Fourteen Chapters by Raphael Gregory Conwright Trotman, Esq. MP, LLB, LEC, MA. Guyanese Lawyer, Politician, Member of Parliament 1998-2022; 10th. Speaker of Parliament of the National Assembly 2012-2015; and later served, both as Minister of Governance, and Minister of Natural Resources 2015-2020.

Hon. Raphael G.C. Trotman Esq., was educated at the University of the West Indies, Barbados; the Hugh Wooding Law School in Trinidad & Tobago; and the Fletcher School of Law and Diplomacy in Massachusetts ,USA. He holds several post-graduate certificates from Harvard and Oxford Universities, and the William Perry Center for Hemispheric Defense Studies in Washington, DC, USA.

Book FOREWARD by Sir Shridath Ramphal, Q.C.

I write this Foreword on the first day of January 2014 and, therefore, in a spirit of hope and expectation. Guyana’s Independence Constitution – the Constitution of the Republic of Guyana under which we became ‘a sovereign, democratic State’ on 26 May 1966 – recited that ‘respect for the inherent dignity and the equal and inalienable rights of all men are the foundation of freedom, justice and peace in society’; and recognized that those ‘rights and freedoms are best established and secured in a democratic society founded upon the rule of law’. That was the fundamental undertaking given to all Guyanese at the beginning of nationhood nearly fifty years ago. There have been changes in the text of Guyana’s Constitution over those years, but that basic pact cannot change, that promise is our eternal vow the founding fathers made to successive generations. The Parliament of Guyana, and parliamentarians, as its members, are custodians of that pact and trustees of that promise.

The Speaker of Guyana’s Parliament today, the Honourable Raphael G. C. Trotman, has rendered Guyana a great service in providing in this book his commentary on Guyana’s Parliament. It will take its place alongside the notable parliamentary treatises that help to guide the Parliament of Guyana as one of the ‘Supreme Organs of Democratic Power,’ and to counsel parliamentarians in the discharge of their high responsibilities. And beyond these most proximate beneficiaries, Parliament in the Republic of Guyana will inform the people of Guyana of the service they have a right to receive from their Parliament and its Members – and of their own responsibilities in enabling that service. This book deserves wide circulation. I hope it receives it.

His Highness Dr. Mohammed Sabah Al Sabah obtained his bachelor’s degree in economics from Claremont McKenna College in the United States and went on to earn both a master’s degree and a PhD in economics and Middle Eastern studies from Harvard University. His undergraduate thesis titled ‘Critical Analysis of Inflation in Kuwait,’ won him the Salvatori Scholar Prize in 1978,

He was appointed in 1993 as the Ambassador of Kuwait to the United States, where he served until 14 February 2001, at which point he became the Minister of Foreign Affairs. He held the position of Minister of Finance from January 2003 until July 2003. On 11 February 2006, he was appointed Deputy Prime Minister, continuing also as the Minister of Foreign Affairs. He resigned from office on 18 October 2011 in line with his stance on corruption in public life. Since then, he has stayed out of politics and returned to pursue academic interests at Oxford University.

For their part, members of the business community have extended full support to His Highness the NEW Prime Minister. They pointed to his exceptional leadership qualities, his extensive experience within the country and abroad, his broad and diverse network of International Relations, as well as his Economic Credentials and Political Acumen, as reasons for optimism on the future growth and development trajectory of Kuwait. They expressed hope that his sagacious leadership would produce the necessary conducive environment for economic innovation, visions, and ideas that contribute to sustainable development of the country.

Business leaders and economic experts anticipated that with his prowess to address financial concerns through practical capabilities and specialized expertise, the new Prime Minister would prioritize Economic and Financial Development with an emphasis on enhanced private sector participation in the economy. They also hoped he would address the long pending fiscal challenges and rectify structural imbalances in the economy.

The NEW AMIR calls on the NEW Cabinet to adopt an ‘open door’ policy, with people, strengthen the fight against corruption and adopt accountability against all those who commit mistakes.

HH the NEW PRIME MINISTER Sheikh Dr Mohammad said a new economic course will be adopted and will be based on fighting corruption, safeguarding national gains, restructuring government agencies, and reforming education and health services. He said the country is entering a new era and vowed that he and his team will work hard to serve national interests.

The ENTIRE ECONOMIC TEAM WAS CHANGED. Dr. Emad Al-Atiqi, a Professor of Petroleum Engineering, was appointed as OIL MINISTER.       Dr. Anwar Al-Mudhaf, an experienced Top Banker, was appointed FINANCE MINISTER. Dr. Noura Al-Meshaan, a US-educated civil Engineering Professor, was appointed MINISTER of PUBLIC WORKS and MUNICIPALITY.

The NEW Cabinet includes 11 fresh faces and retained only 3 members of the outgoing government, appointing a NON-RULING family as FOREIGN MINISTER for the FIRST TIME in Kuwait’s History. Almost ALL the Ministers are technocrats with HALF of them holding DOCTORATE DEGREES in their field and others are long-serving government bureaucrats.

For the first time in Kuwait’s 60-year-old Parliamentary Democracy, Ambassador Abdullah Al-Yahya, a NON-RULING FAMILY MEMBER, was appointed as FOREIGN MINISTER. He is a former Ambassador. Born in 1966, he holds a bachelor’s degree in business management from Western Oregon University, USA. Previously served as Kuwait’s Ambassador to several Latin American countries, including Argentina, Uruguay, and Paraguay.
