Open letter from civic group to meet with Auditor General on costs assoicated with gas-to-shore project

Dear Auditor General,
Office of the Auditor General,
Navratri bless up in One Guyana.
Further to your invitation in Auditor General says citizens must request probe into Su’s corruption allegations – Kaieteur News (kaieteurnewsonline.com)
And further to ongoing attempts at unauthorized land acquisition as relayed hereinunder previously sent to the Minister, MNRE & the contractor, Stabroek Block Partners – “In Q3 case 2023 -HC-DEM-CIV-SOC-24 was filed in the judicial system against Honourable Attorney General involving land in Bordeaux, Canal 1. This land is in the right of way (RoW) of the Gas to Energy pipeline.
The Attorney for the claimant had cause to write to the Attorney General and SICIM/GAICO twice in Q3 & Q4 about prima facie contempt of court proceedings in the above quoted case. On both of these occasions the proposed survey was cancelled.
On 18 October 2023, despite the aforementioned two letters the Gas to Energy project contractors along with GoG personnel entered unto the aforementioned land without any authority and against the protest from the landowner’s appointed representative. These personnel were asked to leave and refused. Kindly see attached videos.”
And further to weekly calls since May 2023 for an appointment with yourself and members of Civic Society to discuss the ongoing request for an investigation  into GtE project spending.
And further to the hereinbelow requests addressed directly to the Auditor General pertinent questions in one email hereunder copied for your ease of reference – “This letter is written on the invitation of the AG and in furtherance of the aforementioned 14 November 2022 letter to ask the Office of the AG to investigate the current running costs of the threatened GtE project in following areas inter alia:
  • The necessity and cost of the ongoing night works in the GtE project.
  • The cost in the absence of a FID from EEPGL on behalf of the Stabroek Block Partners of any financial outgoings from the  appointment of contractors Subsea 7 and Van Oord to lay the off-shore pipeline in the GtE project.
  • The cost in the absence of a FID from EEPGL on behalf of the Stabroek Block Partners of the any financial outgoings from the  appointment of the construction contract by GoG and supervision contract by Guyana Power and Gas Inc.
  • The cost of the ongoing geotechnical, geophysical surveys and multibeam hydrographic survey, all of which were previously conducted in or around 2021/2022
  • The cost in the absence of a FID from EEPGL on behalf of the Stabroek Block Partners of the any financial outgoings for  the process and procedure for land acquisition in RoW of the pipeline. Kindly note this is still incompleted.
  • The cost of the conflict of interest evaluation reports from the prima facie sole sourcing of Worley and Stantec?
  • The cost of completed laydown yard/s for GtE project.
  • The cost of the ongoing works being conducted at Crane.
  • The cost in the absence of a FID from EEPGL on behalf of the Stabroek Block Partners of the any financial outgoings for the construction of the MOF.
  • The cost in the absence of a FID from EEPGL on behalf of the Stabroek Block Partners of the any financial outgoings for the change in the pipeline route.
  • The cost in the absence of a FID from EEPGL on behalf of the Stabroek Block Partners of the any financial outgoings for the ongoing construction of the heavy haul road.
  • The cost in the absence of a FID from EEPGL on behalf of the Stabroek Block Partners of the any financial outgoings for any other undertaking in the GtE project.
Kindly note that this project is off-schedule as per EIA associated with the EP granted to EEPGL on behalf of the Staboek Block Partners which in itself has financial implications.”
And further to directions received today, 23 October 2023 from Office of the Auditor General to once again send an email with request as is hereby done.
Kindly inform at the earliest a date for the requested appointment to meet with the Auditor General to discuss ongoing costs to the Cooperative Republic of Guyana in the Gas to Energy project.
