Open letter to President Ali and Exxon to comply with “Sanctity of Contract”

Dear President,
ExxonMobil (Guyana)
Salaam on the whispers of Shalom in One Guyana.
Given the Government of Guyana (GOG) position as stated herein “Cannot go back and renegotiate” – Pres. Ali reaffirms Guyana’s position on oil contract sanctity | OilNOW
And given information received from ExxonMobil Guyana’s GtE project management team’s “For record though, ExxonMobil has authority from the President, consent from the Minister of Natural Resources, and Notice to Proceed from the Minister of Public Works.”
Kindly inform of the following:
  • Does the sanctity of contract apply to ExxonMobil Guyana on behalf of Stabroek Block Partners viz a viz PSA 2016?
  • Has there been any documents emanating from Article 12 PSA 2016? See attached letter dated 2022 & AFC: ExxonMobil violates sanctity of contract as no evidence of feasibility for gas project available – Kaieteur News (kaieteurnewsonline.com)
  • Is there any documentation between ExxonMobil Guyana on behalf of Stabroek Block Partners and the GoG waiving Article 12 PSA 2016?
  • Is the Gas Utilization Plan submitted to GoG, a question previously asked
  • Kindly share the President’s authorization if written.
  • Kindly share the extent of the consent given by the Minister of Natural Resources.
  • What works were authorized by the Minister of Public Works?
  • Which Minister of Public Works gave notice to proceed?
Anticipating an urgent response as we dance along the path of “Sanctity of Contract” while implementing the GtE project in prima facie an unprecedented design and/or pattern with unknown rules, not sure if they are also unknowable.
