Dear Editor,

The National Drainage and Irrigation Authority (NDIA) wishes to clear up issues raised in a letter published in the Kaieteur News newspaper dated Friday, March 19th, 2021 titled “Why was tendering cancelled?” stating that tenders and bids were cancelled without any apparent reason being given.

The NDIA wishes to state that it is not aware that tenders and bids were being cancelled and re-tendered. Further, it is not aware of fully evaluated projects being abandoned.

Notably, the only way contracts can be cancelled is where: – (1) there is a lack of funds; or (2) there is a change in the scope of the specifications of the work.

The NDIA is not aware that any instruction was given by the Minister to cancel tendering.

Additionally, it is the National Procurement and Tender Administration Board (NPTAB) that has the power to approve evaluations and make recommendations to Cabinet for their “No Objection”.
