PPP/C Dominates Regional Chairmanships as Opposition Splits and Region 4 Vote Sparks Controversy

The People’s Progressive Party/Civic (PPP/C) has claimed chairmanship of eight of Guyana’s ten administrative regions following the September 1, 2025 General and Regional Elections, strengthening its hold on regional governance. New chairpersons were appointed in Regions 1 through 9, with only Region 10 remaining undecided.

Among the key wins for the PPP/C are Clemsford Belgrave in Region 4 — the country’s most populous and politically influential region — as well as victories in Regions 1, 2, 3, 5, 6, 8, and 9. However, Region 7 went to We Invest In Nationhood (WIN), marking a significant gain for the emerging party and a shift in the traditional political landscape.

Despite this, the failure of the opposition parties — A Partnership for National Unity (APNU), WIN, and the Forward Guyana Movement (FGM) — to coordinate their efforts cost them control in several key regions. Collectively, the opposition secured the majority of votes in Regions 4, 7, and 8, 10 but due to internal divisions and lack of alignment, only Region 7 resulted in an opposition chairmanship.

In Region 4, a surprising and controversial move by the Ministry of Local Government and Regional authorities to conduct the chairmanship vote by secret ballot has raised concerns about transparency and accountability. The decision, particularly in such a politically significant region, has drawn criticism and fueled public debate.

The confirmed regional chairpersons from the PPP/C include Brentnol Ashley (Region 1), Devin Mohan (Region 2), Sheik Mohamed Inshan Ayube (Region 3), Recardo Phillips (Region 5), Junior Bassant (Region 6), Tercellia John (Region 8), and Vania Albert (Region 9).

In Region 10, traditionally a stronghold of the People’s National Congress (PNC) — the major party within the APNU — the race remains deadlocked following a tie between Mark Goring of WIN and Dominique Blair of APNU. The final decision on the region’s chairmanship now rests with the Minister of Local Government.

Thus far, the newly confirmed PPP/C regional chairpersons include Brentnol Ashley, Region 1 (Barima‑Waini), Devin Mohan, Region 2 (Pomeroon‑Supenaam), Sheik Mohamed Inshan Ayube, Region 3 (Essequibo Islands‑West Demerara), Clemsford Belgrave, Region 4 (Demerara‑Mahaica), Recardo Phillips, Region 5 (Mahaica‑Berbice) Junior Bassant, Region 6 (East Berbice‑Corentyne), June Shondell J. Shurland-Gittens, Region 7 (Cuyuni‑Mazaruni), Tercellia John, Region 8 (Potaro‑Siparuni), and Vania Albert, Region 9 (Upper Takutu‑Upper Essequibo).

The 2025 regional results highlight the growing influence of new political forces like WIN and FGM, while also exposing the costly consequences of disunity within the opposition.
